Revealed Ministry of Municipalities and Housing<\/a><\/strong> that the initiative \u201cAuthorized observer<\/a><\/strong>\u201dSince its launch last week, more than 13,000 beneficiaries from different regions of the Kingdom have registered, of which more than 5,000 have completed the approved training programs and obtained the \u201cCertified Monitor\u201d certificate, while the platform has received more than 2,000 reports of various municipal violations during the same period.<\/p>\n

The Ministry explained that the high demand for registration in the initiative reflects awareness and keenness to contribute to improving the urban landscape and addressing visual distortion, stressing that the initiative has become a national model in enabling the community to play an active role in the municipal control system, and consolidating the principle of partnership and joint responsibility between the citizen and the municipal sector.<\/p>\n

The \u201cCertified Monitor\u201d initiative is an extension of the ministry's efforts to develop field monitoring tools and shift towards smart monitoring based on data and digital technologies, and enables members of the community to register through the \u201cBaladi\u201d platform and complete a specialized electronic training course that qualifies them to acquire the status of \u201cCertified Monitor\u201d and report municipal violations by submitting reports documented by photos, geographical location and accurate information.<\/p>\n

The Ministry added that the reports are subject to an integrated digital verification system that ensures the accuracy of the data and the authenticity of the attached photos and locations, and are dealt with electronically until they are closed within a unified control system, noting that the financial reward mechanism for participants grants a reward of up to 25% of the value of the detected violation, according to specific criteria that take into account the seriousness of the violation and the difficulty of detecting it.<\/p>\n

Since its launch, the initiative has contributed to raising the level of field control, speeding up the processing of violations, and improving the quality of response in municipalities and secretariats, as part of the ministry's orientation towards raising the efficiency of operational performance and employing technical solutions to enhance compliance and field governance.<\/p>\n

She pointed out that the \u201cCertified Monitor\u201d represents one of the digital municipal transformation paths adopted by the ministry to enhance community participation and stimulate the culture of positive control, stressing that the ministry is continuing to expand the scope of the initiative to include new areas in the municipal work system, which contributes to building more organized, beautiful and sustainable cities, and meets the objectives of Saudi Vision 2030 in improving the quality of life and raising the efficiency of municipal services in all regions.<\/p>\n

In its session held on November 4, 2025, the Council of Ministers approved granting financial rewards to those who contribute to the detection of violations of the penalties regulations for municipal violations worth TP3T251 of the value of the violation, according to a number of controls and criteria regulating this, in order to enhance the efficiency of municipal work and consolidate the principle of community partnership in monitoring and improving the quality of services.<\/p>","protected":false},"excerpt":{"rendered":"
