the efficiency of the application of fees.<\/p>\n<p>The ministry aims to incentivize <strong><a href=\"https:\/\/amlak.net.sa\/en\/90155\/\">Real estate market<\/a><\/strong>and increasing the supply of developed land and housing units, while maintaining a balance between supply and demand, ensuring fair competition, and limiting monopolistic practices.<\/p>\n<p>The ministry explained that the regulation comes as part of its ongoing efforts to regulate the white land market and vacant properties, and to ensure that taxpayers comply with the statutory requirements, which contributes to market stability and limits speculation and unproductive monopoly that hinders the availability of land and housing units.<\/p>\n<h4><span style=\"color: #800000;\"><strong>General controls for fines:<\/strong><\/span><\/h4>\n<p>The taxpayer must pay all outstanding fines before any action to transfer the ownership of the land if he wishes to sell, provided that the payment is made within 30 days from the date of notification.<\/p>\n<p>Penalties do not exceed 100% of the fee amount during one billing cycle.<\/p>\n<p>The decision to impose a fine is issued by the competent committee, including the type of violation, the amount of the fine, the date of imposition, and the deadline for payment, with the right to appeal before the competent administrative court in accordance with the statutory procedures.<\/p>\n<h4><span style=\"color: #800000;\"><strong>Detailing violations and fines:<\/strong><\/span><\/h4>\n<p>First offense: Failure to submit documents and data related to the land within the statutory periods if the taxpayer is the owner of the land at the date of invoicing.<\/p>\n<p>Progressive fine: 5% for the first time, 10% for the second time, 20% for the third time, 50% for the fourth time.<\/p>\n<p>Second offense: Failure to submit land-related documents within the statutory periods if the taxpayer is not the owner of the land at the billing date, and the owner is not registered in the program before the billing cycle begins.<\/p>\n<p>Fine: 15% for the first time, 30% for the second time, 60% for the third time, and 100% for the fourth time.<\/p>\n<p>Third offense: The taxpayer's failure to provide documentation after the billing cycle has ended when the landowner is subsequently registered.<\/p>\n<p>Fine: 30% for the first time, 60% for the second time, and 100% for the third time.<\/p>\n<p>Fourth offense: Failure to complete the development or construction work within the additional periods granted according to the approved time
