Updated Municipal Requirements for Temporary Hostels in Makkah and Madinah<\/a><\/strong>The aim is to enhance the quality of services provided to pilgrims, ensure compliance with safety standards, and improve the urban environment during the Hajj season.<\/p>\n

The ministry explained that the scope of application of these requirements is limited to temporary hostels designated to work during the Hajj season, ensuring that their locations are organized and selected in appropriate locations to serve pilgrims and achieve the highest levels of safety and readiness.<\/p>\n

The updated requirements aim to raise the efficiency of temporary hospitality buildings, enhance compliance with municipal regulations, and achieve an urban identity in harmony with the heritage and environmental character of the two holy cities, thus contributing to improving the urban landscape and enhancing the experience of the pilgrims.<\/p>\n

The licensing requirements include obtaining approvals from the Civil Defense and supervisory authorities, submitting a valid commercial register, obtaining the Municipality's approval for the site, in addition to spatial requirements related to the area, building ratios, setbacks and commercial signs, as well as technical requirements related to the Saudi Building Code, safety standards, facades and general appearance, external stairs and sidewalks, and adapting facilities to meet the needs of different groups, including people with disabilities.<\/p>\n

The requirements require temporary hostels to implement a number of operational requirements, including cleanliness standards, regular maintenance, waste management, providing security cameras, ensuring the safety of restrooms, laundries and chapels, as well as requirements for workers, most notably obtaining health certificates and complying with regulations approved by the Ministry of Human Resources and Social Development (MHRSD).<\/p>\n

The Ministry of Municipalities and Housing confirmed that the issuance of these requirements comes as part of its efforts to regulate the temporary hospitality activity, encourage investment, and facilitate procedures by providing a clear regulatory environment that contributes to the development of this vital activity, achieving a positive impact on the urban environment, and raising the level of satisfaction of the pilgrims.<\/p>\n
