This initiative falls within the framework of the Center\u2019s regulatory and supervisory role in organizing the sector\u2019s operations, enhancing the efficiency of infrastructure project implementation, and ensuring quality and safety standards, and to protect public assets and facilities, thereby helping to reduce conflicts and duplication and improve the urban landscape and quality of life in the Riyadh region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Regulations Governing Permits for Infrastructure Projects <br><\/strong>The Center explained that the regulations governing licensing and permitting procedures for infrastructure projects constitute a regulatory document and a legal reference, and cover the procedures for issuing licenses and permits related to infrastructure projects, including the classification of planned and unplanned licenses, the types of permits, the requirements for obtaining them, and the mechanisms for submitting, processing, issuing, and renewing applications, as well as regulating the suspension, revocation, or cancellation of licenses, and the procedures for closing licenses and work sites, thereby contributing to the standardization of procedures, improving implementation efficiency, and ensuring compliance with technical and regulatory requirements.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img alt=\"\" loading=\"lazy\" decoding=\"async\" width=\"644\" height=\"1024\" src=\"https:\/\/amlak.net.sa\/wp-content\/uploads\/2026\/01\/G_q61w9XsAAiKDN-644x1024.jpg\" class=\"wp-image-99826\" srcset=\"https:\/\/amlak.net.sa\/wp-content\/uploads\/2026\/01\/G_q61w9XsAAiKDN-644x1024.jpg 644w, https:\/\/amlak.net.sa\/wp-content\/uploads\/2026\/01\/G_q61w9XsAAiKDN-189x300.jpg 189w, https:\/\/amlak.net.sa\/wp-content\/uploads\/2026\/01\/G_q61w9XsAAiKDN-768x1221.jpg 768w, https:\/\/amlak.net.sa\/wp-content\/uploads\/2026\/01\/G_q61w9XsAAiKDN-966x1536.jpg 966w, https:\/\/amlak.net.sa\/wp-content\/uploads\/2026\/01\/G_q61w9XsAAiKDN-8x12.jpg 8w, https:\/\/amlak.net.sa\/wp-content\/uploads\/2026\/01\/G_q61w9XsAAiKDN.jpg 1288w\" sizes=\"auto, (max-width: 644px) 100vw, 644px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><br>He explained that the regulations specify 10 types of permits, including: general excavation permits, self-excavation permits, roadwork permits, self-roadwork permits, road project permits for implementing traffic detours, a main stormwater drainage network works permit, a main utility lines works permit, a horizontal drilling permit, an emergency general excavation works permit, and a general excavation works permit for service connection, with the maximum duration of each permit specified according to its type, and the possibility of renewal upon fulfillment of regulatory and technical requirements, in addition to five (5) types of permits, including the supervising authority permit, the contractor permit, the consulting firm permit, the quality laboratory permit, and the general maintenance permit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Classification of Licensing Violations<br><\/strong>Regarding the classification of violations, the Center explained that they were divided into nine main categories, including violations related to licensing, qualification, and accreditation; violations related to the quality of work execution; violations related to execution practices; occupational safety and worker safety violations, construction site violations, identity and urban landscape violations, as well as encroachment violations, with minimum and maximum penalty amounts specified to enhance transparency and improve compliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He emphasized that the regulatory framework is an extension of his efforts to build an integrated regulatory system for infrastructure projects in the Riyadh region, in line with the objectives of the \u00abAsul\u00bb program, thereby contributing to improving implementation efficiency, minimizing the negative impacts of project works, and enhancing the sector\u2019s sustainability.
