The The General Real Estate Authority has released a draft amendment to the executive regulations of the Real Estate Registration System to the public via the “Istitala” platform, with the aim of enabling the public, government agencies, and the private sector to express their views and comments on it before its adoption. The Authority clarified that the draft “Amendment to the Executive Regulations of the Real Estate Registration System” includes the addition and amendment of a number of articles and paragraphs, the updating of certain definitions, the regulation of the periods of absolute validity for the first real estate registration, improving mechanisms for publishing lists of real estate registered in rem, as well as regulating objection procedures and the notation of legal proceedings, and defining the real estate registrar’s jurisdiction in documenting subsequent transactions.
The Authority noted that the draft “Amendment to the Executive Regulations of the Real Estate Registration System” aims to enhance the efficiency of real estate registration procedures, improve the accuracy of the real estate registry, and clarify a number of regulatory and procedural provisions, as part of its ongoing efforts to develop the real estate legislative framework, enhance transparency, and protect rights, thereby supporting the growth of the real estate market. The Authority invited interested members of the public, government agencies, and the private sector to review the amendments to the regulations on the Isti'lal platform via the following link:https://istitlaa.ncc.gov.sa/ar/Municipality/rega/Real and to submit comments and suggestions regarding them.
The Authority reaffirmed its commitment to ensuring that the draft amendments to the executive regulations of the Real Estate Registration System contribute to the efficiency of the real estate sector, streamline procedures, and enhance flexibility in implementation, in line with developments in the real estate market, thereby helping to strengthen the confidence of customers and investors in the Saudi real estate sector.
