As part of efforts to clarify the regulations and controls related to real estate development projects, guidelines have been announced regarding off-plan sales that are subject to fees, along with a clarification of the cases not covered by white land fees. This clarification aims to inform developers and interested parties about the exemption mechanisms and the conditions for benefiting from the additional time granted to complete development procedures.
The relevant authorities have clarified that off-plan sales projects (under construction) built on land subject to fees are not exempt from the white land fees. It is also possible to apply for additional development extensions after fulfilling a set of requirements, namely:
Submitting documents proving the seriousness of the project
Demonstrating progress in the development procedures.
Compliance with approved technical regulations.
With regard to fees, if development or construction is not completed within the granted extension period, the fee will be collected for the entire elapsed period, thereby ensuring fair enforcement and achieving the system’s objectives.
This clarification is part of regulatory efforts to regulate real estate development procedures and strengthen compliance with applicable regulations.
