The Minister of Housing Dr. Shuwaish Al-Duwaihi indicated that his ministry has contracted with a company to develop a fair mechanism through which the actual entitlement to housing will be reached, indicating that this mechanism will be applied to electronic applicants for mortgage loans.
Al-Duwaihi said that the mechanism is expected to be issued after a year, and includes two parts: The first is eligibility, and the other is priority, indicating that it will consider the issue of income for applicants, and prioritize the disabled and widows in order to reach the actual beneficiary.
He added that the ministry received the largest and largest project in the present era in the region, although it is newly established and faces challenges, and said: «There are no obstacles in the dictionary of the ministry, we currently have 47 projects under implementation, some of which are close to completion, 67 projects are under proposal and 116 projects are in design.»
Housing Projects
The ministry's new projects are expected to house between 200,000 and 250,000 people. The cost of the projects is about 4 billion riyals, with a total area of 26 million square meters, including all infrastructure, health, service and educational facilities, and police and civil defense centers.
The concluded projects are integrated infrastructure and the delivery of all services to them, after which the lands will be divided for citizens within the «Land and Loan» project, where they will be given lands and loans to build housing themselves or through companies that will be qualified to help citizens in construction.
With these projects, the ministry is targeting all segments of society, especially those eligible for housing support, which will be detailed in the coming days, and all citizens who receive mortgages and do not own land will enter the eligibility list.
The area of the housing units that the ministry is working on creating ranges from 222 square meters to 250 square meters, and the ministry has not opened the door to apply for housing, and if the application door is opened, the citizen will be able to apply electronically, and an extensive announcement will be made about how to apply and the mechanism.
Criteria for determining the needs of regions
The Ministry of Housing explained that it has taken a number of criteria to determine the needs of the regions and then distribute the projects according to the need. The most prominent of these criteria are the number of population in each region and the United Nations body's criterion for determining the need, which depends on the growth rate of the population and the percentage of unsuitable housing such as mud houses, tin houses, shacks, collapsing and others, as well as the statistics of applicants to the Real Estate Development Fund and the number of rented houses.
The need for housing in the region is taken into account based on the distribution mechanism for housing projects, which determines each region's share of the housing units built by the Ministry (described earlier), as well as the availability of suitable land for the construction of projects.
It is noteworthy that housing projects are spread in all regions of the Kingdom according to survey studies carried out by a specialized team from the Ministry to determine the proportions of the need for housing units and related facilities, where work is underway on projects in Riyadh region with a total of 2952 housing units, Mecca region 1113 housing units, Medina region 350 housing units, Eastern region 1675 housing units, Qassim region 1635 housing units, Hail region 1663 housing units, Tabuk region 2036 housing units, Northern border region 1686 housing units, Al-Jawf region 885 housing units, Jazan region 1908 housing units, and Najran region 1663 housing units.
The Ministry of Housing continues to work on awarding projects that are in the design stages in all regions, after conducting surveys and monitoring the needs, to follow a clear plan towards meeting the needs of each of them with balance and efficiency in completion, in continuous cooperation with the Ministry of Municipal and Rural Affairs and regional secretariats to enhance the process of building for the homeland and the citizen.
