The General Real Estate Authority has confirmed that the off-plan sales system guarantees beneficiaries the right to monitor the progress of their real estate units throughout the construction period, within specific regulations aimed at ensuring site safety and the smooth progress of work, in a move that reinforces the principle of transparency in real estate development projects.
The Authority clarified that the rights to monitor and access information include the ability to view the “accounting records” for the real estate unit, allowing beneficiaries to verify that financial payments have been recorded and match the amounts deposited in the escrow account.
The system also allows beneficiaries to visit the project site to inspect the real estate unit and verify the progress of work, provided that the visit is coordinated in advance with the real estate developer and complies with occupational safety requirements on-site.
The Authority noted that the system also ensures transparency regarding completion rates by providing up-to-date data on the project’s progress compared to the approved timeline, in addition to access to engineering consultant reports detailing the stages of construction progress.
