The General Real Estate Authority and the Ministry of Justice announced that all real estate transactions in the city of Riyadh will be conducted exclusively through the Real Estate Registry, following the completion of the physical registration of properties within the city’s urban area. The implementation of this phase in the Kingdom’s other cities will be announced in due course, based on each city’s readiness.
This step is part of the ongoing development of the Kingdom’s real estate registration system, and as an extension of the integration among relevant government agencies, thereby contributing to improving the efficiency of procedures, enhancing the reliability of real estate data, and developing digital real estate services in line with the objectives of the Kingdom’s Vision 2030.
The implementation of real estate transactions through the Real Estate Registry in Riyadh includes: transfer of ownership, subdivision and consolidation, the division of real estate units, the updating of deeds, mortgage services, the addition of restrictions on rights in rem to real estate documents such as waqf and wills, the endorsement of deeds with off-plan sale permits, and other procedures related to the real estate registry.
The Authority and the Ministry of Justice emphasized that limiting the execution of real estate transactions to the Real Estate Registry is part of an organized and integrated transition that ensures the continuity of services and minimizes disruption to beneficiaries—including individuals, businesses, and relevant entities— while fully preserving the reliability of real estate data and records. The Real Estate Registry is considered one of the key enablers for the development of the real estate sector, as it provides a digital registry that enhances the accuracy of real estate information, increases the efficiency of transactions, and supports the investment environment, in accordance with the provisions of the Real Estate Registration Law.
The General Real Estate Authority has called on property owners in Riyadh to proactively register their properties through the Real Estate Registry platform to benefit from the services associated with the registry and to enable them to carry out real estate transactions through authorized channels with ease and convenience.
