His Excellency the Minister of Municipalities and Housing and Chairman of the Board of Directors of the General Real Estate Authority, Mr. Majid bin Abdullah Al-Hogail, expressed his thanks and appreciation to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and to His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister—may God protect them both—on the occasion of the Cabinet’s approval of the geographic areas and implementing regulations for the updated system governing real estate ownership by non-Saudis.
His Excellency also praised the support and attention the real estate sector receives from the wise leadership—may God support them—which have contributed to the development of a more mature legislative and regulatory framework, protects rights, improves the quality of transactions, and enhances the attractiveness of the Saudi real estate market. He emphasized that this approval represents a regulatory step that contributes to the development of the real estate market, strengthens its reliability, and establishes real estate balance, in line with economic objectives.

Approval of Geographic Zones
His Excellency explained that the approval of geographic zones and the implementing regulations complements the legislative framework of the updated system for non-Saudis“ real estate ownership by providing a clear framework that defines ownership locations, types of real estate rights, ownership shares, terms of use, and requirements and procedures. He noted that the defined geographic zones serve as a precise regulatory tool to guide real estate growth and align real estate opportunities with cities” needs and growth potential, while taking into account the unique nature of sites of religious and regulatory significance, foremost among them Makkah and Madinah, in a manner that preserves their status and enhances the clarity of ownership pathways associated with them in accordance with the governing provisions.

His Excellency emphasized that the executive regulations contribute to increasing the clarity of procedures and organizing the process for beneficiaries through official channels, including the “Saudi Real Estate” portal, the integration with the Real Estate Registry, electronic payment methods, and disclosure and compliance mechanisms, thereby enhancing transparency and safeguarding the rights of customers.
His Excellency concluded his statement by emphasizing that the Cabinet’s approval of the geographic zones and the executive regulations for the non-Saudi real estate ownership system marks a new phase of maturity for the Kingdom’s real estate market, and reaffirms the commitment to building a reliable real estate system that grows in a balanced manner, protects rights, enhances quality of life, and supports the Kingdom’s position as a global destination for living, working, and investing.
