Al-Haqil: Regulating the documentation of real estate transactions for land subject to fees protects the state’s rights and stimulates an increase in the real estate supply

The authority requires payment of fees for vacant land and vacant properties before the transfer of ownership, in order to strengthen governance and increase the housing supply.

His Excellency the Minister of Municipalities and Housing, Mr. Majid bin Abdullah Al-Hogail, confirmed that the Council of Ministers has approved the decision not to require notarization of any real estate transaction transferring ownership of land subject to the provisions of the White Land and Vacant Real Estate Fees System; only after verifying that the fees due on such land have been paid, This is a strategic step aimed at safeguarding the state’s rights to collect the fees due and enhancing transparency and governance in the real estate sector, thereby supporting its sustainable growth and development.
His Excellency explained that the regulation stipulates that no real estate transaction transferring ownership of land subject to the provisions of the Vacant Land and Vacant Properties Fees System may be registered until verification of payment of the fees due on such land, thereby ensuring the fulfillment of the state’s financial rights in accordance with approved regulatory frameworks.
Al-Hogail noted that the regulation was designed to strike a balance between safeguarding the state’s rights and ensuring the continuity of development in the sector, emphasizing that it does not hinder land development operations, but rather to incentivize owners to actually begin developing their land, thereby contributing to an increase in real estate supply and improving land-use efficiency within urban areas.

The Minister of Municipalities and Housing added that the ultimate goal of this regulation is to support the housing sector and enable citizens to own their homes easily and conveniently, by providing more diverse and abundant housing options, thereby contributing to the achievement of the Saudi Vision 2030 targets for increasing the homeownership rate among Saudi families.

His Excellency concluded by emphasizing that these regulatory measures enhance the efficiency of the real estate market, protect rights, stimulate land development, and drive sustainable urban development in a way that serves the public interest and achieves balance in the Saudi real estate market.
