The Executive Committee for the Treatment of Visual Impairments of the Eastern Province Secretariat held its meeting yesterday, chaired by the Secretary of the Eastern Province, Engineer Fahd bin Muhammad Al-Jubeir, and attended by representatives of relevant sectors, secretariat undersecretaries, general managers, and municipal mayors.
The meeting reviewed the Secretariat’s efforts to improve the urban landscape, as well as monitoring indicators for excavation projects during the period from August 1 to 23, and the results of monitoring efforts through «Adasa Baladi,» with an emphasis on the commitment of contractors to comply with the requirements regarding temporary barriers and informational and warning signs. The committee discussed ways to strengthen coordination with service agencies and implement the guidelines for regulating the movement of heavy-duty trucks within the urban area, thereby helping to reduce unauthorized parking and visual pollution.
The Secretariat stated that it recorded 1,392 violations involving trucks parked in residential neighborhoods in western Dammam between May and August 2026, while it monitored 1,141 excavation permits. The meeting also reviewed the second phase of the «Building Compliance Certificate,» which was launched at the beginning of 2026 and aims to improve the reliability of buildings and structures, reduce visual pollution, and encourage building owners to comply with municipal requirements and address violations.
The meeting also addressed efforts to integrate with the education sector to enhance compliance among government facilities, through the formation of a joint working group and the holding of periodic meetings to discuss challenges, in addition to daily monitoring of progress.
The committee also discussed a project to revive the role of prayer spaces in public areas through mobile architectural units that utilize a standardized construction system «Modular System,» with the aim of providing designated prayer spaces in parks, waterfront areas, pedestrian zones, event venues, and public squares.
