The Ministry of Housing, represented by the “Ejar” program, announced that they will submit the views of business owners, tenants and landlords to the Council of Ministers in the coming period in preparation for the approval of the program in its final form, this came during the meeting of Engineer Mohammed Al-Batti; Advisor to the Minister of Housing with the leaders of the Jeddah Chamber in the board room, Where they reviewed and reviewed the solutions that the new program will provide in the presence of Jeddah Chamber Vice President Mazen bin Mohammed Batterjee, Secretary General Adnan bin Hussein Mandoura, Deputy Secretary General Engineer Mohiuddin Hikmi, Chairman of the Housing Committee Engineer Khalid Saeed Bashweir, members of the committee and a number of executive leaders of the Jeddah Chamber.
Preventing manipulation of unit prices
The Ministry of Housing confirmed that the launch of the national electronic network for rental services in its final form during the next six months will contribute to preventing manipulation of the prices of housing units, and will contribute to setting accurate standards that will not be exceeded through electronic linkage, and pointed out that the decision issued by the Council of Ministers will contribute to facilitating the conduct of rental transactions, proving them and enhancing confidence between the parties, and recording mutual obligations between landlords, tenants and real estate brokers in the rental housing sector, as members of the network will be licensed and qualified real estate brokers to join it.
Tenant Rights Guarantee
For his part, the head of the Housing Committee, Engineer Khaled Bashweir, stressed that the “Ejar” program helps to guarantee the rights of the tenant in light of the presence of more than 50% of Saudis living in rented housing, and pointed out that the Cabinet decision protects all parties in the rental and leasing process, in addition to being a database that can be returned to in the event that the desire to study the real estate market in terms of the number of housing units or measuring sales and rental prices. He pointed out that the program is mandatory for everyone away from the principle of choice, citing some systems that took the principle of seriousness in application without laxity, and pointed out that not obligating all real estate companies and offices to apply (Ejar), will restore the negative role of fictitious intermediaries whose role is negative in the real estate market.
The advantages and benefits of Ejar
In his review of the advantages of the project, the advisor to the Minister of Housing, Engineer Mohammed Al-Batti, explained that the project does not include daily rent such as hotels and furnished apartments, and it is still in the process of improving and developing tools to reach the vision that the ministry aspires to in providing a safe housing environment in a regular and codified manner, and pointed out that the meetings aim to discuss the program and listen to the views, observations and suggestions of the relevant parties, indicating that the project provides electronic payment service (monthly, quarterly, half-yearly, annually), adoption of a unified lease contract, and a credit record related to the behavior of the beneficiary to know the regularity of payment, It also aims to provide graphical and economic indicators that help to know the rental prices in different regions of the Kingdom; thus, minimizing risks and raising investment rates.
