Estimating the value of “fee lands” is done by a committee formed by the Housing Ministry according to rules and procedures decided by the minister

Regarding the estimation of the fair value of the land subject to the application of the white land fees system, the Minister of Housing, Mr. Majid bin Abdullah Al-Hogail, explained that one or more committees will be formed in the Ministry, the number of its members will not be less than three, one of them from the Saudi Commission for Intentional Valuers “Evaluation”, and they must have sufficient experience to carry out real estate evaluation work, indicating that the fair value will be estimated according to the criteria and controls stipulated in the system and regulations and its decisions will be issued by majority, and the rules and procedures of that committee will be issued by a decision of the minister.

The Minister of Housing emphasized that: "The Ministry will take the necessary measures to ensure that the fee is applied fairly and to prevent evasion from paying it." He pointed out that these measures include unifying the application and evaluation criteria in all regions, cities and target groups, and establishing the necessary mechanisms to verify the validity of the data submitted on the land, and this will be done in coordination with the relevant authorities, and will be coordinated with the concerned authorities to ensure that the change of land uses - after the declaration that includes it - is not used to evade paying the fee, noting that the regulation encourages white land owners to develop and build their land within the period specified in it to avoid paying the fee.
