Real Estate Fund
The Shura approved recommendations stipulating that the Real Estate Fund coordinate with the relevant authorities to find solutions that lead to encouraging the shift from the policy of individual construction to the policy of comprehensive development projects to ensure low cost, and called for the reinstatement of the joint loan system for husband and wife, father and son or brothers on the same plot of land as was in force in the Fund when it was established.
For his part, Assistant Shura Chairman Dr. Fahad Al-Hamad stressed that the Council pays the utmost attention to housing and its provision and aspires to contribute to ending this challenge facing citizens to own suitable housing through various programs adopted by the state and keen to support it.
Labor Law
On the other hand, Shura members reserved their reservations on the proposed amendment to Article 55 of the Labor Law, which eliminates the automatic renewal of the Saudi worker's contract after three years of employment and stipulates that it should be annual.
Members considered the support of the Administration, Resources and Human Resources Committee for the amendment of the law and the Shura's approval of it a very serious matter that puts the worker under the terrorism of the employer and a reason for arbitrary dismissal and can exert pressure on him if he demands raises, promotions or any advantages and abandon him at any moment.
Member Saud Al-Shammari said that the amendment to Article 55 deviates from the basis on which the labor system is based on the continuation of the contract after three years and transforms it by the proposed amendment from continuous to temporary.
Member Fahd Jumaa believes that the amendment to Article 55 serves large companies at the expense of the employee and encourages monopoly and that the Council should stand against it and not approve it because it harms development and the citizen.
International Labor Law
Member Hanan Al-Ahmadi said that many labor regulations are made according to the opinion of employers such as the Public Investment Commission and chambers of commerce, and she believed that the wording of the proposed amendments to the labor system came in favor of these bodies and neglected the citizen. <The Shura Council confirmed its approval of the equality of the female citizen with the male citizen in the conditions for benefiting and obtaining a loan from the Real Estate Development Fund, based on the recommendation of members Wafa Taiba, Lubna Al-Ansari and Mona Al-Mushait, which won 76 votes and was prevented by one vote from being rejected. The Council stressed that the conditions of the loan from the Real Estate Development Fund should be updated based on the emerging social, cultural and economic conditions of Saudi society, and called on the Ministry of Finance to quickly support the Fund by paying the difference between the authorized capital of 56 billion riyals and paid capital of the Fund and to support the capital of the Fund in a fixed annual amount that leads to completing applicants” applications within 10 years.
