The Council of Ministers issued a number of decisions during its session held on Monday, chaired by the Deputy Custodian of the Two Holy Mosques, His Royal Highness Prince Mohammed bin Naif bin Abdulaziz Al Saud, at Al Salam Palace in Jeddah, and reviewed the topics listed on the agenda of its session, including topics that were studied by the Shura Council, and the Council concluded the following:

The Cabinet approved the approval of the final account of the General Authority for Tourism and National Heritage for the fiscal year (1435/1436H).

The Cabinet approved amending the Saudi Fund for Development Regulations issued by Royal Decree No. (M/48) dated 14/8/1394 AH, to link the Fund to the Council of Economic and Development Affairs, and to appoint the Chairman, Vice Chairman, Managing Director and Board members by order of the Prime Minister, with a term of three years, renewable once.
The Cabinet approved the amendment of the Saudi Fund for Development Regulations issued by Royal Decree No. (M/48) dated 14/8/1394 AH.
Third:
After reviewing what was submitted by the Ministries of Finance and Economy and Planning on non-oil revenue initiatives, the Cabinet took decisions that included a number of measures related to amending some fees contained in a number of regulations, as follows:

<pFirst: The fee for a single-entry visa shall be (2000) two thousand riyals, provided that the state bears this fee for the first-time arrivals to perform Hajj or Umrah.

Secondly: The multiple-entry visa fee and its extensions shall be as follows:
1 - (3000) three thousand riyals for a six-month visa.

2 - (5000) five thousand riyals for a one-year visa.

3 - (8000) eight thousand riyals for a two-year visa.

Third: The provisions of the first and second clauses are without prejudice to the provisions of the bilateral agreements concluded between the Kingdom and other countries

Fourth: The fee for a transit visa shall be (300) three hundred riyals.

Fifth: The departure visa fee shall be (50) fifty riyals for each individual leaving the Kingdom through its sea ports.

Sixth: The exit and return visa fee shall be as follows:

1- (200) two hundred riyals for one trip for a maximum of two months, and (100) one hundred riyals for each additional month, within the duration of the validity of the residence permit.

A draft royal decree has been prepared, the wording of which is annexed to this decision, stipulating that the application of the provisions of this decision shall be effective from 1/1/1/1438H.

Amending Article (5) of the Civil Aviation Tariff Law issued by Royal Decree No. (M/55) dated 10/20/1426H, to be as follows: The Board of Directors may determine the amount to be collected from each individual leaving the Kingdom through its airports and may decide not to collect it in the cases it deems appropriate.
A draft royal decree has been prepared accordingly, the wording of which is attached to this decision.
The Council also decided to make the following amendments to the Traffic Law promulgated by Royal Decree No. (M/85) dated 10/26/1428H:

2 - Amending Article (sixty-three) of the Law to read as follows:

"Subject to the provisions of Articles (sixty-one) and (sixty-two) of this Law, every driver who is party to a traffic accident shall stop the vehicle at the scene of the accident, promptly inform the competent administration, and provide possible assistance to those injured in the accident, failing which he shall be punished with a fine not exceeding (ten thousand) riyals, or imprisonment for a period not exceeding (three) months, or both."

"... and whoever violates this shall be punished with a fine of not less than (ten thousand) riyals and not more than (fifty thousand) riyals for the first time, and in the case of the second offense, the fine imposed in the first time shall be doubled, and in the case of the third offense, the fine imposed in the second time shall be doubled and the workshop shall be closed permanently."

4 - Amending Article (sixty-nine) of the Law to read as follows:

"Wandering is considered a traffic offense, and its perpetrator shall be punished with the following penalties:

A - For the first time, the vehicle will be impounded for (fifteen) days, and a fine of (twenty thousand) riyals, and then referred to the competent court to consider applying a prison sentence against him.
A - For the first time, the vehicle will be impounded for (fifteen) days.
B - The second time the vehicle is impounded for a month, and a fine of (forty thousand) riyals, and then referred to the competent court to consider applying a prison sentence against him.
B - The second time the vehicle is impounded for a month, and a fine of (forty thousand) riyals.
C - On the third time, the vehicle is impounded, a fine of (sixty thousand) riyals, and then he is referred to the competent court to consider confiscating the vehicle or fining him to pay the same value of the rented or stolen vehicle and imprisoning him.

5- Amend Article (seventy) of the Law to read as follows:

"Subject to the provisions of Articles (twelve) and (forty-six) of this Law, anyone who withholds, pledges, or mortgages the vehicle's license or driver's license of a third party shall be punished with a fine of not less than (one thousand) riyals and not more than (two thousand) riyals."

"A - Whoever violates the provision of paragraph (a) of Article (twenty-first) of this Law shall be punished with a fine of (one hundred thousand) riyals with the closure of the violating exhibition until a license is obtained."

B - Whoever violates the provision of any of subparagraphs (1) and (3) of paragraph (b) of Article (21) of this Law, shall be punished with a fine of (one thousand five hundred) riyals for the first time, and the fine shall be doubled if the violation is committed for the second time, and if the violation is committed for the third time, the violator shall be punished with a fine of (eight thousand) riyals and closing the vehicle sales gallery for one month, and in case of the fourth violation, the gallery's license shall be revoked.
B - Whoever violates the provision of subparagraphs (1) and (3) of Article (21)
C - Whoever violates the provision of any of subparagraphs (2) and (4) of paragraph (b) of Article (21) of this Law, shall be punished with a fine of not less than (ten thousand) riyals and not more than (fifty thousand) riyals for the first time, and in the event of the second violation, the fine imposed in the first time shall be doubled, and in the event of the third violation, the fine imposed in the second time shall be doubled with the closure of the vehicle sales gallery for one month, and if the violation is committed for the fourth time, the gallery's license shall be revoked."
7 - Amending Article (seventy-eight) of the Law to read as follows:

"The competent administration must be informed of the sale or damage of the vehicle outside the Kingdom, to cancel its registration, with the surrender of the traffic license and plates, and whoever violates this shall be punished with a fine not exceeding (ten thousand) riyals."
