The Ministry of Municipal and Rural Affairs (MOMRA) is implementing, starting from today, the list of fees for municipal services provided by secretariats and municipalities, aiming to improve the quality of municipal services provided to citizens in all regions of the Kingdom.
The new fees will be applied spatially according to cities, governorates and centers, taking into account the urban strategy and economic activity, as the Kingdom's secretariats and municipalities have been classified into five classifications as follows: The first classification includes: Riyadh Municipality (Riyadh City), Holy Capital Municipality (Mecca City), Medina Municipality (Medina City), Eastern Province Municipality (Dammam, Khobar, Dhahran), and Jeddah Municipality (Jeddah City).
The second categorization included other secretariats, namely: Qassim Municipality (Buraydah City), Asir Municipality (Abha City), Jazan Municipality (Jazan City), Hail Municipality (Hail City), Tabuk Municipality (Tabuk City), Najran Municipality (Najran City), Al-Jouf Municipality (Sakaka City), Al-Baha Municipality (Al-Baha City) (Al-Baha City), Northern Borders Municipality (Arar City), Taif Municipality (Taif City), Al-Ahsa Municipality (Hofuf City); the third classification includes A and B municipalities; the fourth classification includes C and D municipalities; and the fifth classification includes E municipalities.
According to the new regulation, the fees for municipal services will be applied taking into account the minimum fees, especially with regard to fees for issuing building permits and extensions, as well as licenses for demolition and renovation works.

With regard to commercial activities, commercial activities licenses are issued for one year, where the fee for gas stations (within the urban area) came at (5000) riyals for the license in the first classification and progresses until it reaches the fifth classification where the fee is (1000) riyals for the license.
The application of some fees for some other services was postponed until a comprehensive study is conducted, such as fees for licenses for gas stations located outside the urban area, commercial and residential waste collection fees, street digging licenses, approval of real estate development plans and occupancy of hotels, furnished apartments and resorts.
