The “Etmam” Developer Services Center has completed the approval of twenty-three real estate project plans representing the first and second phases of the Ministry of Housing’s project plans, with a total area estimated at forty million square meters across a number of cities, provinces, and centers in the Kingdom, as well as approving a comprehensive private-sector development project in collaboration with the Riyadh Municipality, covering an area of 150,000 square meters.

Mohammed bin Saud Al-Ghazwani, General Supervisor of the “Etam” Center, explained that this work is the result of fruitful cooperation between the Ministry of Housing, represented by “Etam,” and the Ministry of Municipal and Rural Affairs, represented by the Ministry’s Urban Planning Agency and its affiliated municipal secretariats in various regions. The approval procedures were completed in record time after real estate developers submitted all the necessary documentation for those plans, noting that the projects are distributed across (Mecca, Medina, Riyadh, the Eastern Province, Asir, Jazan, Al-Baha, and Tabuk).

Al-Ghazwani highlighted the fruitful collaboration among “Etmam” Center’s partners from various relevant agencies to achieve the objectives for which it was established and to overcome all obstacles facing the approval of residential plans across the Kingdom, given the direct impact this has on providing housing for citizens and achieving the goals of the National Transformation Program 2020 and Saudi Vision 2030.

Al-Ghazwani noted that the approval of these plans will add at least 150,000 housing units, which will help meet citizens" needs in a number of regions across the Kingdom, stimulate the development of the residential urban environment, and provide citizens with suitable and diverse housing options. The center is also currently working to finalize the approval procedures for seventeen housing project plans in the governorates of Jeddah, Al-Qunfudhah, Al-Leith, Al-Quz, Al-Khafji, and a number of governorates and centers in the Asir region and Madinah.

It is worth noting that the ”Etmam” Developer Services Center provides various services through a unified portal for developers, most notably the approval of land subdivision plans, the approval of comprehensive development plans, the issuance of building permits, issuing certificates of construction completion, licensing the sale of off-plan real estate units, licensing off-plan land development, licensing the marketing of off-plan projects within Saudi Arabia for projects located outside Saudi Arabia, licensing the promotion of off-plan sales projects within Saudi Arabia for projects located outside the Kingdom, issuing certificates of registration for homeowners’ associations, processing requests for exemptions, processing applications for homeowners’ association registration, registering undeveloped land, and addressing safety and civil defense requirements, as well as applications for partnerships with the Ministry of Housing on developers’ land. Work is currently underway to expand its branches to cover all regions of the Kingdom, in addition to the existing branches in Riyadh, Jeddah, and Dammam.
