The National Center for Public Sector Performance Measurement Launches Its “Adaa” Platform to Improve Government Efficiency

The National Center for Performance Measurement of Public Agencies “Adaa” announced the launch of its website and Twitter account, which highlight the Center’s main areas of work; namely, measuring the performance of public agencies according to international standards to achieve outstanding government performance.

”Adaa” was established by a Cabinet decision based on a recommendation from the Council of Economic and Development Affairs, The Center is a government entity with independent legal personality, organizationally linked to the Prime Minister, and its Board of Directors is chaired by His Royal Highness the Crown Prince, Deputy Prime Minister, Minister of Defense, and Chairman of the Council of Economic and Development Affairs.

Mohammed Al-Nafisa, the official spokesperson for the National Center for Performance Measurement of Public Agencies (“Ada’a”), explained that the Center works to measure the performance of public agencies by applying standardized models, methodologies, and tools to support their efficiency and effectiveness, It also issues quarterly reports to decision-makers to reflect the extent to which public agencies are achieving their approved strategic objectives and to monitor their progress on initiatives and programs aligned with the Kingdom’s Vision 2030, In addition, the Center supports the improvement and development of government services by enhancing service quality to ensure beneficiary satisfaction. The Center relies on measurement methodologies based on best international practices and experiences, which will—God willing—contribute to the realization of the Kingdom’s ambitious vision.

Al-Nafisa explained that the regulations governing the National Center for Performance Measurement of Public Agencies specify in Article 1 that the term ”agencies“ refers to “government agencies: ministries, public authorities, funds, and independent public legal entities,” and that the Center serves as the authority for measuring the performance of public agencies.

The importance of the “Performance” Center is evident in its efforts to enable decision-makers to monitor the progress of public agencies in their performance and support them in achieving their strategic goals and targets for the Kingdom’s Vision 2030, thereby contributing to enhancing the overall efficiency of government operations.

The Center also implements empowerment and capacity-building programs for public agencies, with the aim of fostering a culture of measurement and assisting them in its implementation by providing training courses for their staff in the field of performance measurement. This helps build their capabilities in this area; thereby enabling them to achieve outstanding results.

It is worth noting that the Center provides public agencies with specialized consulting services on performance indicators and how to measure them, with the aim of supporting them in correcting their course, helping them identify and analyze risks, identify the challenges they face in achieving their goals, and propose appropriate solutions to address them.
