<Press sources revealed that the white land fee program has contributed to the development of about three million square meters in the city of Riyadh, while the Ministry of Housing announced that it is working to issue fees for the second year in Riyadh after 56 days, and the Eastern Metropolis after 88 days, while Jeddah bills will be issued after 106 days.
The Ministry of Housing called on owners of white land subject to the fees to complete the development of their land before the issuance of fees for the second year. The Ministry of Housing had stated that the number of payment orders it issued reached about 1500 payment orders on white land, with an area of more than 400 million square meters within the urban area defined by the ministry in Riyadh, Jeddah and Dammam metropolis. According to the executive regulation, the ministry periodically conducts a review of the situation in any city; to decide the application of the fee on land in it, or to suspend the application, or to bypass a certain stage and move to any of the following stages in the same city, according to Article “six” of the regulation, indicating that the ministry is preparing in the coming months to evaluate the first phase of the fee program, and the extent to which it achieves the three objectives of increasing the supply of developed land to balance between supply and demand, providing residential land at appropriate prices, protecting fair competition and combating monopolistic practices.

The executive regulations of the White Land Fees System indicated that the second phase is represented by “developed lands belonging to one owner in one plan, as long as their total area exceeds ten thousand square meters,” meaning that the method of calculating the areas of white lands is completely different from the method of calculating them in the first phase of ten thousand square meters on all the specified range, while the second phase is to calculate ten thousand square meters in one plan and not the specified urban area in the city.
