To promote the principles of transparency and participation, The Ministry of Commerce and Investment has invited the public and professionals, through its website, to express their opinions and suggestions regarding the draft executive regulations for the Engineering Professions Practice Law, pursuant to Article (16) of the Engineering Professions Practice Regulation, issued by Royal Decree No. (M/36) dated 19/4/1438 AH.»
Professional Accreditation Committee
Article (16) of the Regulation on the Practice of Engineering Professions, issued by Royal Decree No. (M/36) dated 19/4/1438 AH, «The Minister of Commerce and Investment—in coordination with the Board of Directors of the Saudi Council of Engineers—shall issue the executive regulations for the Regulation within ninety days from the date of its entry into force,«
The Ministry clarified that the draft regulations include the implementing provisions for the articles of the regulations, most notably: the procedure for forming the Professional Accreditation Committee, which is responsible for verifying that the necessary conditions for professional accreditation and registration with the Saudi Council of Engineers are met, and a description of the professional accreditation categories and the requirements for each category, which include engineers, specialists, and technicians in supporting engineering disciplines to be determined by agreement between the Ministry and the Society.
Determination of Professional Levels
The draft regulations also specify the professional grades for engineers, detail the engineering fields in which they may practice, and outline the circumstances under which professional accreditation and licenses for engineering firms or companies may be revoked.
Addressing Violations
In addition, the draft regulations outline the mechanism for forming a committee to review violations arising from the implementation of the engineering practice system, and define the duties and powers of enforcement officers in conducting inspection and monitoring visits.

This initiative stems from the Ministry’s commitment to promoting the principle of transparency and to developing and improving engineering work across all its branches, in addition to defining the professional levels for engineers, as well as detailing the fields of engineering practice that can be pursued in various regions of the Kingdom, regulating engineering work, and eliminating illegal practices exploited by those not working in the engineering field—which, in turn, lead to a form of chaos in the engineering sectors.
