In a report submitted to the Shura Council, the Ministry of Housing revealed that it has collected 10 million riyals out of the 3.5 billion riyals worth of bills for white land fees. The ministry pointed out the difficulties facing the implementation of the white land fees system, which included the weak and delayed response of the competent authorities in responding to inquiries issued by the fees program, the difficulty of identifying and identifying the owners of unregistered lands, and the lack of clarity of information on manual instruments and ownership percentages in common instruments.

The ministry cited a number of obstacles, including the suspension of white land deeds subject to the application, the slow and late issuance of licenses and approvals necessary for land development, and the slow procedures for activating the real estate registration system. The ministry proposed in its report to direct the relevant authorities to identify unregistered lands to search for their owners, impose fees on them, and complete the necessary procedures to impose fines.

<It is noteworthy that the white land fee system began on June 8, 2016, and was implemented in the cities of Riyadh, Jeddah, Dammam, and Makkah. The total payment orders in the four cities amounted to 1,548 payment orders for a total area of 411.46 million square meters, in the first cycle of the white land fee program.
