The General Entertainment Authority has issued a licensing regulation for entertainment and support activities that specifies the requirements and documents required to obtain licenses in the entertainment sector, the types of licenses issued by the Authority and to which the provisions of this regulation apply, in addition to the obligations of the licensee and the types of penalties issued for violators of the regulations.

The regulation includes nineteen articles distributed over five chapters, and defines ten types of licenses to which the provisions of the regulation apply, classified into three categories: The category of entertainment facilities includes amusement parks, entertainment centers and entertainment events facilities, while the category of entertainment events includes a permit to organize an entertainment event, a permit to hold an entertainment show, and a permit to hold live performances in restaurants and cafes. The Supporting Activities category includes the Entertainment Talent Management and Development License, the Entertainment Facilities Operation License, the Crowd Management and Management Certification, and the Entertainment Ticket Sales Certification.


The Authority examines the applications submitted by the investor through the Entertainment Portal, issues the license, and provides post-licensing services. It should be noted that the Authority has specified through the regulation all the requirements and documents required for each license separately.


The Authority has specified the rules and laws that the licensee must abide by, the most prominent of which are: Taking into account Islamic values and morals and social culture in the Kingdom, not offending persons or governmental bodies, taking all security and safety measures at the site of the entertainment or support activity, applying all controls of entertainment and support activities and adhering to the instructions and guidelines approved by the Authority.

The Authority has specified the rules and laws that the licensee must abide by.

The regulation touches on the penalties imposed by the Authority on violators, which are either a warning, closing the entertainment facility, suspending the entertainment or supporting activity, or withdrawing the license completely. It can also include the violator in the ban list. On the other hand, the licensee has the right to object to the Authority's decisions at the Complaints Department, which considers the objection and takes the appropriate action or submits it to the Grievance Committee.
