The General Authority for Entertainment issued a licensing list for entertainment and supporting activities that specifies the requirements and documents required to obtain licenses in the entertainment sector, the types of licenses issued by the Authority, the provisions of this list that apply to them, in addition to the obligations of the licensed entity and the types of penalties that are issued to violators of the regulations.
The list included nineteen articles divided into five chapters, and identified ten types of licenses that are subject to the provisions of the list, classified into three categories: the category of entertainment facilities, which includes amusement parks, entertainment centers, and entertainment event facilities; the category of entertainment events, which includes a license to organize an entertainment event, a license to host an entertainment show, and a license to host live performances in restaurants and cafes; the category of supporting activities includes a license to manage and develop artistic and entertainment talent, a license to operate entertainment facilities, a certificate of accreditation for organizing and managing crowds, and a certificate of accreditation for selling tickets for entertainment events.
The Authority is responsible for studying the applications submitted by the investor through the “Entertainment Portal”, then issuing the license, and also providing post-issuance services. It should be noted that the Authority has determined, through the regulation, all the requirements and documents required for each license individually.
The Authority has determined the rules and laws that the licensed entity must abide by, the most prominent of which are: observing the Islamic values and ethics and the social culture of the Kingdom; not harming individuals or government agencies; taking all safety and security measures at the entertainment venue; and applying all regulations for entertainment and supporting activities; and adhering to the instructions and guidelines issued by the Authority.
The regulation addressed the sanctions imposed by the authority on violators, which are either a warning, closure of the recreational facility, suspension of the recreational activity or support, or the withdrawal of the license entirely. It can also include the offender on a list of prohibited individuals. In return, the licensed entity has the right to appeal the authority’s decisions to the complaints department, which considers the appeal and takes the appropriate action or refers the matter to the appeals committee.
