The registration of white lands by their owners in the electronic platform increased in Taif and Jazan, in order to avoid losses with the expiration of the statutory deadline for registration that expired at the end of last month, while the program registered large areas of white lands in Medina and Asir, where the registration deadline expired at the end of last June.

Failure to register lands that meet the conditions of the first phase - that the land area is 10,000 m2 and more within the announced geographical scope - exposes its owners after registering the land by the program directly to the imposition of fines up to 100% of the value of the fees.

Increasing the supply of developed land

The program aims to increase the supply of developed land in order to achieve a balance between supply and demand, as well as provide residential land at appropriate prices, protect fair competition and reduce monopoly, with the application of the system to be extended to other cities whose details will be announced in the coming period.

The White Land Program announced the completion of the development of five fee lands by their owners in Dammam with a total area of developed lands exceeding 114 thousand m2, within the framework of the program's aim to support supply and contribute to creating a balanced real estate market, as the current phase is concerned with undeveloped lands with an area of 10 thousand m2 and more located within the scope announced when the program was launched in its first phase in 2017 and began issuing payment orders (invoicing).

The White Land Program has completed the development of five lands subject to fees by the owners of these lands in Dammam with a total area of developed lands that exceeded 114 thousand m2.

Providing 200 plots

The program explained that the development of these lands provides more than 200 plots of land in Dammam, indicating that the fees are not applied upon completion of the development of the land with the final approval of the plan or its construction within one year from the date of issuing the "payment order", with the aim of stimulating development and increasing the supply of developed lands for the benefit of citizens first and contribute to increasing the real estate supply.

The program explained that the development of these lands provides more than 200 plots of land in Dammam.

The White Land Program announced earlier that the statutory deadline for registration of white lands located within the geographical scope in Medina and Asir is coming to an end, after nearly 6 months since the announcement of the application of the first phase of land fees in Medina and Asir last December, and the number of owners of land subject to the system to register their lands in the electronic portal for white land fees.

The program confirmed that according to the results of the studies conducted by the program team in cooperation with the concerned authorities during the past period, the first phase of white land fees was applied in Medina, Asir, Taif, Jazan, Tabuk and Al-Ahsa, provided that it will be extended to other cities in the application of fees, including Hafar Al-Batin, Qassim, Hail ... and others, where the details of applying the fees will be announced during the coming period.

3 phases of the program

The application of the program became 3 phases after the Council of Ministers approved the amendment of the program regulations, as the first phase included undeveloped lands with an area of 10,000 m2 or more for one owner, and the second phase included developed lands with an area of 10,000 m2 or more for one or more owners, in addition to the total developed lands for one owner with an area of 10,000 m2 or more in one approved plan. The third stage specified the developed land with an area of 5,000 m2 or more for one owner or a group of owners, and the total developed land for one owner with an area of 10,000 m2 or more in one city, and all stages are applied within the urban area determined by the Ministry of Municipal and Rural Affairs and Housing.

The implementation system on payment orders issued by the program entered into force on 22/12/1441 AH, which means that the issuance of payment orders on "white lands" in a final manner requires their payment, and based on the regulatory and executive regulations of the program, landowners or their representatives are responsible for submitting the necessary documents and data and registering them within the statutory period, and if the program monitors lands that have not been registered, the due fines will be applied according to the system.

The implementation system for the payment orders issued by the program came into force from the date of 22/12/1441 AH.
