The rules governing exemptions and the granting of financial rewards to employees who report crimes and violations as stipulated in the Anti-Fronting Regulation the payment of an annual reward not exceeding three months" basic salary or wages to employees who uncover the crimes and violations stipulated in the law, based on a report prepared by the relevant department within the Ministry.

By decision of the Minister, the bonus may be increased to six months" worth for those who make exceptional efforts, It also stipulates that the amount of the bonus granted to an employee must be commensurate with their performance evaluation and level of achievement, with regard to the application of the provisions of the regulation, taking into account criteria such as the number of inspection visits conducted annually and the number of crimes and violations detected in accordance with Articles 3 and 4 of the regulation.

An employee’s evaluation based on the criteria set forth in this section shall be conducted annually, effective from the date the ministerial decision designating him or her as a law enforcement officer takes effect, and the Minister may, by decision, increase the annual bonus for an employee who makes exceptional efforts in combating fronting operations by an amount not exceeding six months" basic salary or wages, with a maximum of 15% of the total number of employees working on crime detection.

The criteria for exceptional efforts shall be determined by a decision of the Minister, provided that they include the requirement that the number of crimes and violations detected by the employee exceeds the average number of crimes and violations detected by all employees, and that judgments or decisions are issued based on the quality of the employee’s investigative procedures and their preparation of the case file in accordance with the provisions of the law and regulations.

They also include the speed and effectiveness with which the employee responds to reports referred to him or her and takes appropriate action, as well as the scale of the economic activity involved in the crime or violation, its revenues, the duration of the economic activity, the severity of the crime or violation, its recurrence, and its resulting impact, and in accordance with the rules in effect as of the date the Law came into force, and subject to the provisions of Article 13 of the Regulation, the Criminal Court shall exempt any person who voluntarily reports to the Ministry that they have committed any of the offenses specified in the Regulation from the penalties prescribed in paragraph 1 of Article 9 of the Regulation, as well as any other penalties associated with the offense and its proceeds, provided that several conditions are met, including that the person ceases committing the offense upon reporting it, and that the person reports the offense or the identity of any of its perpetrators or accomplices to the Ministry before it is discovered, and that no other perpetrator of the offense has previously reported it.
