Revealed White Land Fee Program revealed the general features of the first cycle of the second phase in Riyadh, issuing more than five thousand invoices, on more than 25 million square meters of developed land within the declared urban range, expecting to provide more than 80 thousand residential products.
14500 invoices in various cities
The program explained that the total invoices issued “payment orders” since the establishment of the program amounted to more than 14,500 invoices in various cities in which white land fees were applied in its first and second phases, indicating that the lands registered by the program during the period that ended on June 15 last reached and exceeded five thousand lands in more than 100 neighborhoods.
Financial penalty for violators
He called on taxpayers who own white lands that meet the criteria of the second phase, or those who co-own them, to quickly verify the existence of invoices issued on them, through the white lands portal and take advantage of the payment deadline that expires one year after the date of issuing the decision, in order to avoid the consequent penalty of up to 100% of the value of the fee, in addition to paying the due fees estimated in the second phase, based on the market value per square meter.

The program confirmed that in an effort to increase the real estate supply of real estate products and developed lands and reduce monopoly, the program works to incentivize taxpayers to build and develop their lands during the repayment grace period and benefit from the support mechanisms provided by the Ministry, such as: Wafi, Ittimam Center, and the Real Estate Development Agency to accelerate the pace of development of white lands, stressing that the invoices "payment orders" are considered contracts, privileges and penal documents according to the state revenue system, after the issuance of the Supreme Order on this during August 2020.
It is indicated that Article 15 of the executive regulations for white land fees states that the amounts collected are spent to develop infrastructure projects in accordance with the following text: "The Ministry shall determine the methods of disbursement - from the special account of the amounts of fees and fines collected - on housing projects, the delivery of public utilities to them, and the provision of public services in them."
