The Umm Al-Qura newspaper revealed that the Minister of Municipal and Rural Affairs and Housing, Majid Al-Haqeel, has approved the approval of the executive regulations of the Municipal Licensing Procedures System, which replaces the executive regulations of the Municipal Licensing Procedures System issued on 2 Jumada I 1438H, and the amendments made to them, and cancels any conflicting provisions. According to Umm Al-Qura newspaper in its Friday edition, this regulation repeals all provisions that contradict it, and is effective from the date of its publication in the Official Gazette.

Requirements for issuing construction licenses
<A construction license application is submitted according to the following conditions and requirements:1- The applicant must be a natural or legal person.
2- There must be a utilization document.
3- The site must be on a land within an approved organizational plan or according to the updated executive regulations of the urban scope rules until 1450 AH - after the approval of the Secretary - or the sites for which a special provision has been issued.
4- Not to be in sites that are suspended by a legal document in accordance with its content.
5- There must be a cadastral decision for the site.
6- No-objection certificate approved by the Ministry for its housing projects in the absence of an approved organizational plan. 7- Civil Defense approval according to the nature and type of construction license.
8- Contracting with an engineering office according to the nature and type of service of the construction license. 9- Any other requirements for the types of construction licenses approved by the Ministry according to the nature and type of construction license service. 10- Payment of municipal fees and fines for construction licenses - if any -.
