The Umm al-Qura newspaper reported that the Minister of Municipal, Rural, and Housing Affairs, Majid Al-Hogail, to adopt the executive regulations for the Municipal Licensing Procedures, which replaces the executive regulations for the Municipal Licensing Procedures Law issued on 2 Jumada al-Awwal 1438 AH, along with any amendments thereto, and repeals any provisions that conflict with them.

According to a report published by Umm al-Qura Newspaper in its issue published yesterday, Friday, these regulations repeal all provisions that conflict with them and shall take effect as of the date of their publication in the Official Gazette.

According to Article 3 of Chapter 2 of the Executive Regulations of the Municipal Licensing Procedures System, the procedures for submitting applications for for construction permits are as follows:

Procedures for Submitting Applications for Construction Permits

1- The building permit application shall be submitted in accordance with the approved procedures via the electronic platform by the permit holder or their authorized representative from an engineering firm, depending on the nature and type of the building permit.
2- The applicant must complete the necessary procedures and requirements for issuing, amending, or renewing the building permit on the electronic platform, including coordination with other government and service agencies if required by the nature of the project.
3- Real estate developers may complete building permit procedures through the Etmam Center, depending on the nature of the project.
4- A request for building permit services will be automatically canceled if the applicant fails to complete the service requirements within (15) fifteen business days from the date of the request before a payment invoice is issued, and the request is automatically canceled if the invoice remains unpaid ten (10) business days after it is issued.
