The Shura Council called on the Ministries of Finance, Housing, and Social Affairs to establish precise and clear criteria for exempting those who can prove their inability to repay loans from the Real Estate Development Fund, with the Ministry of Finance compensating the Fund for these amounts, in addition to demanding that the Ministry of Finance promptly repay 38 billion and 983 million riyals, which is the difference between the authorized capital and the amount paid to the Real Estate Development Fund.
This was stated in a report by the Shura Council’s Financial Affairs Committee, which indicated that the value of uncollected amounts exceeded 24 billion riyals, while housing applications to the Fund exceeded 2 million; 1.5 million were withdrawn to be processed by the Ministry of Housing, leaving approximately 500,000 applications under the Fund’s purview. The Fund was suspended from accepting new loan applications; which led to a review of the relationship between the Ministry of Housing and the Fund, as well as the Fund’s future role; according to the report, this necessitates the rapid development of the Fund’s system to clearly define its functions in a manner that serves the purpose for which it was established. The report stated: "There is a gap in the real estate finance sector that can be bridged by developing the Fund’s system to transform it into a financial institution that covers all the needs of the housing and construction sector, including—in addition to its current functions—investment real estate financing and construction materials.
