Dr. Majid bin Abdullah Al-Qasabi, Minister of Commerce and Chairman of the Board of Directors of the Saudi Standards, Metrology and Quality Organization, approved an amendment to the executive regulations of the law governing the implementation of the Saudi Building Code, which will take effect as of the date of its publication in the Official Gazette and supersedes any previous decisions that conflict with it.
The regulation stipulates that any violation of any of the requirements of the Code or its regulations or rules shall be considered a violation requiring removal or correction, and the perpetrator shall be subject to the penalty determined by the Review Committee upon verification of the statutory requirements; the imposition of the penalty shall not be considered a substitute for removal or correction.
The regulations also stipulate a penalty of 10,000 riyals for the owner if construction work is carried out without contracting an engineering firm that is accredited or licensed by the authority responsible for supervising such work or the relevant authority, Work shall also be suspended until a contract is entered into with an engineering firm, supervisor, or contractor that is accredited or licensed by the relevant authority.
The regulations also stipulate a fine of 10,000 riyals for the owner if construction work is carried out without contracting a contractor approved or licensed by the authority responsible for construction activities or the relevant authority, In addition, the work carried out in violation of the regulations must be removed, or a report must be submitted by the supervising firm confirming the safety of the work performed.
