The Ministry of Municipalities and Housing has published, via the “Istisla’al” platform, a draft of the municipal requirements for transportation rental agencies, with the aim of receiving public feedback on them until January 2, 2025.
Objectives of the Regulations
These regulations aim to regulate the establishment and development of transportation rental offices in a manner that meets the aspirations of individuals and society and encourages investment in this sector. They also seek to address various challenges, including:
Reducing traffic congestion.
Improving the availability of parking spaces.
Increasing compliance.
Reducing visual pollution in the urban environment.
General Technical Requirements
The technical requirements include the following:
- Application of the requirements of the Saudi Building Code and all regulations of the supervising authorities, if any.
- Execution of all works and installations using approved standard materials and specifications.
- All design work and construction supervision must be carried out by engineering firms accredited by the Ministry.
Requirements for Offices and Parking Spaces
For vehicle rental offices located in existing buildings on commercial streets, the following requirements have been specified:
Provide parking spaces with an area of no less than 15 square meters per vehicle.
The option to contract with a parking facility to provide parking spaces.
Architectural requirements for parking facilities attached to rental offices
The architectural requirements for parking facilities include the following:
Entrances and exits of parking facilities:
The width of the entrance and exit must be at least 3.5 meters.
If a single shared entrance and exit is used, its width must be at least 6 meters.
Traffic Management:
Traffic flow within the shelter must be organized in a smooth and orderly manner.
Conflicts between incoming and outgoing traffic must be avoided.
Traffic signs and instructions must be used to direct traffic.
Fences:
Fences must be at least 2.5 meters high.
Fences must be solid on the side facing residential neighbors; no openings are permitted.
Canopies:
When installing canopies for parking areas, the requirements of the Saudi Building Code must be followed.
Laundry and Maintenance Facilities:
The area of each washing or light maintenance zone must not exceed 30 square meters, or 10% of the total land area.
Sound insulation systems must be provided to reduce noise generated by the equipment used, in accordance with the Noise Control Regulations.
Prevent the discharge of any water or liquids off-site, while complying with the requirements of the Saudi Health Code (SBC 701), including the installation of septic tanks within the property boundaries.
Provide a storage area for equipment and spare parts with an area not exceeding 10 square meters, and dispose of damaged parts in accordance with established procedures.
