The goal of Real Estate Registration to ensure that every property has a record containing all documents detailing the property’s description, location, and physical and legal status, thereby safeguarding the property owner’s rights and enhancing the reliability of real estate transactions.

To this end, the National Company for Real Estate Registration Services (Real Estate Registry) was established to serve as the entity responsible for carrying out the operational aspects of real estate registration for all commercial, residential, industrial, and agricultural purposes, Its Board of Directors is chaired by His Excellency the Minister of Municipalities and Housing, Mr. Majid bin Abdullah Al-Hogail, and Dr. Muhammad Al-Suleiman serves as its Chief Executive Officer.

An online platform for the Real Estate Registry has been launched to provide its various services, and the Real Estate Registry has also made a mobile app available.

Fees for Land Registry Services:

  • Initial registration of real estate (free of charge).
  • Transfer of ownership (1,600 riyals).
  • Merger or division of units (550 riyals per divided or merged deed).
  • Amendment or correction (free of charge).

The Real Estate Registry began operations in Riyadh’s Al-Falah neighborhood in May 2023.

Regions and properties registered to date:

Riyadh Region: 1,282,416 properties.

Eastern Province: 215,866 properties.

Al-Qassim: 383,753 properties.

Mecca: 38,359 properties.

Medina: 18,464 properties.

The Real Estate Registry aims to cover and register 80 % of the Kingdom’s properties by 2028.

Procedures for Initial Property Registration:

  • Individual owners must have a national ID or residence permit; businesses must have a valid commercial registration.
  • An electronic deed for the property issued by the Ministry of Justice.
  • The property must be located in a designated area.
  • Access the Real Estate Registry platform and complete the remaining procedures.
  • Owners are given 60 days to register; registration is mandatory, and owners are subject to a fine of up to 100,000 riyals if they fail to register within the specified period.
  • The owner may register the property personally, authorize an agent, or use a real estate registrar or licensed real estate brokers.
