A number of relevant authorities are preparing to begin developing a comprehensive system that prevents anyone from engaging in real estate brokerage and marketing activities independently, as they must be affiliated with a real estate company, institution, or office that holds a commercial registration, is a member of the Chamber of Commerce and Industry, and is licensed to practice the profession.

The system applies to employees in the public and private sectors who engage in brokerage and marketing as a side job; without being full-time practitioners, provided that this is done in coordination with the Ministries of Commerce and Industry, Housing, and Justice, so that no brokerage in sales transactions is accepted unless the broker or marketer holds a card confirming their affiliation with a real estate company or institution. Regulations include the creation of a blacklist of violators and market manipulators to prevent them from working at any other office.

The idea was developed by the Real Estate Committee of the Jeddah Chamber of Commerce and Industry, which he chairs, a subcommittee was formed, consisting of several members and chaired by committee member Abdullah Al-Ahmari, head of the Real Estate Valuation Committee, to develop all proposals related to the private sector in preparation for their inclusion in the regulatory dossier.
