Use of digital ID to allow non-Saudis to own real estate

The Cabinet approved the use of digital identity to allow non-Saudi non-residents to own real estate in Saudi Arabia, provided that the General Real Estate Authority, in coordination with the Ministry of Interior, the Saudi Data and Artificial Intelligence Authority (SDAIA), the National Information Center, and any relevant authorities it deems necessary, shall develop the necessary mechanisms to activate this identity.

The Cabinet decision stated that the Authority and the other parties shall complete these mechanisms, so that the digital identity can be implemented before the draft system of ownership of real estate for non-Saudis comes into effect. The Council approved the decision of the Strategic Committee of the Council of Economic Affairs and Development on the governance of the ownership and utilization of real estate by non-Saudis, and on the committee to be formed in the Board of Directors of the General Real Estate Authority and its roles, provided that the Board of Directors of the Authority shall complete the necessary procedures regarding the formation of this committee.
The Council reconstituted the Board of Directors of the Real Estate Authority under the chairmanship of the Authority's Chief Executive Officer, and the membership of representatives from the Ministries of Interior, Municipalities and Housing, Finance and Justice: Interior, Municipalities and Housing, Finance, Justice, Economy and Planning, Investment, Environment, Water and Agriculture, Industry and Mineral Resources, in addition to the General Authority for State Properties, the General Authority for Survey and Geospatial Information, and 3 members from the private sector related to the Authority's activity.

It is noteworthy that the Board of Directors of the Real Estate Authority is chaired by the CEO of the Authority. It is noteworthy that the Council of Ministers approved last July the real estate ownership system for non-Saudis, with the system to come into effect in January 2026.
