Advance payment for government project contractors reverted to 5% from 20%

<Sources report the expiration of the exceptions approved in Cabinet Decision No. 155 dated 5/6/1429 AH regarding the rules and procedures for addressing delays in the implementation of government projects. Among the most prominent exceptions that were not renewed is the raising of the value of the advance payment for construction contractors when signing government projects and contracts to 20% of the contract value, thus returning this value to 5 % as decided by the Government Procurement and Tenders Law. It also raised the financial limits for the degrees of classification of contractors and the minimum work without classification by 40 %, so that the financial limits mentioned in the Contractors' Classification System will be adhered to. The same sources indicated that Cabinet Decision No. 160 issued on 28/3/1436 ended the work of the exceptions approved in Cabinet Decision No. 155 to address delays in the implementation of government projects, and only approved the extension of paragraphs 7 and 8 of those rules and procedures, which stipulated that for engineering consultancy works, it is sufficient to invite at least three consultancy offices to submit their respective offers within a period specified by the government entity, and the award shall be in accordance with the provisions of Article 16 of the Government Tenders and Procurement Law, and that the offer whose prices are 35 % less than the estimates of the project owner shall be excluded.
