The Ministry of Municipalities and Housing has launched Contractor Coding initiative, which aims to increase the efficiency of delivering municipal projects, enhance the quality of implementation, and ensure contracting with competent contractors, thus contributing to enhancing transparency and increasing the reliability of projects.

The Ministry explained that the initiative is based on preparing a periodic list of violating contractors in municipal and housing sector projects, where defaulting contractors will not be included in new tenders affiliated with the Ministry, in the framework of organizing the contracting market and stimulating adherence to the approved standards.The initiative contributes to creating a more disciplined implementation environment, through specialized committees that review and audit the data received from the bid inspection committees in the secretariats, provided that an updated list is issued semi-annually, thus enhancing the opportunities for competent contractors and limiting the assignment of projects to unqualified contractors.

The initiative is based on the preparation of a periodic list of violating contractors in the municipal and housing sector projects.

Launching rehabilitation programs

The Ministry pointed out that the "Coding Contractors" initiative includes a clear grievance mechanism and requests to reduce the duration of listing by launching rehabilitation and development programs that raise the level of contractors and contribute to reducing the duration of the ban, as these requests are subject to study by the concerned committees according to specific criteria, including past performance evaluation, credit rating, and level of commitment in implementing government projects.

The Ministry emphasized that the launch of the initiative comes as an extension of the objectives of Saudi Vision 2030 to increase the efficiency of government spending, enhance the quality of capital projects, and improve governance in government contracts, in order to support the development of urban infrastructure, contribute to building more efficient and sustainable cities, and raise the quality of life in various regions of the Kingdom.

She added that the "Contractor Coding" initiative is one of the organizational tools supporting the secretariats, and enables them to make more accurate decisions in selecting implementation contractors commensurate with their capabilities and capabilities, ensuring the delivery of infrastructure projects with high quality and according to the approved timelines, and the procedural guide for the initiative can be found on the website of the Ministry of Municipalities and Housing.
