The the Eastern Province Municipality to enter a new enforcement phase beginning in early July, with the issuance of regulatory warnings to owners of non-compliant buildings, following the expiration of the corrective period for the “Certificate of Compliance” program on June 30, as part of efforts to improve the urban landscape and strengthen compliance with regulatory requirements.
This step was announced during a meeting of the Urban Landscape Improvement Program chaired by the Secretary of the Eastern Province, Engineer Fahad Al-Jubeir, where the latest developments in the program’s second phase—which targets 5,542 buildings in various cities and governorates across the region—were reviewed. Operational indicators showed significant progress, with certificates of compliance issued for 4,563 buildings, representing a completion rate exceeding 66%, This followed more than 3,017 field visits by inspection teams to verify owners" compliance with approved standards before moving to the monitoring phase and enforcing regulatory measures. The Secretariat recorded a Service Level Agreement (SLA) compliance rate of 91%, and the beneficiary satisfaction index reached 96%, while the rate of reopened reports did not exceed 2.52%, reflecting the efficiency in handling reports and improving the quality of field responses.
During the meeting, Eng. Al-Jubeir emphasized that preserving the region’s development achievements requires continued integration of efforts and improved efficiency in field operations, thereby contributing to enhancing the quality of life and upgrading the urban landscape. He noted that these efforts are in line with the objectives of Saudi Vision 2030, which aims to improve the urban environment and enhance the region’s attractiveness for investment and sustainable development.
The meeting also discussed compliance indicators in the targeted areas, where priority zones recorded a compliance rate of 95.75%, while the compliance rate in expansion areas within cities and provinces reached 96%, driven by ongoing field operational plans. Attendees also reviewed indicators for reports of visual pollution during the period from January 1 to May 31, 2026, which totaled 52,324 reports, of which the Secretariat was able to address 39,955, achieving an overall completion rate of 98%.
The meeting also addressed mechanisms for handling inaccurately classified reports, emphasizing the need to review and verify them immediately before taking appropriate regulatory measures or referring them to the competent authorities. At the conclusion of the meeting, the Secretary of the Eastern Province stressed the importance of continuing intensive field efforts throughout the month of June, and raising the level of readiness for the upcoming monitoring phase, stressing that improving the urban landscape is an ongoing responsibility aimed at developing services and enhancing the quality of life for residents and visitors in the Eastern Province.
