The Ministry of Municipalities and Housing has issued more than 1,360 permits for collective housing for individuals, including preliminary permits, since the requirement for employers to house their workers in licensed collective housing took effect in September 2025. This reflects growing levels of compliance with regulatory requirements, and the strengthening of efforts aimed at regulating the collective housing sector and improving the quality of housing allocated to workers.
She explained that the number of license applications submitted has seen a notable increase, reflecting businesses“ growing awareness of the importance of complying with approved requirements, and its ongoing efforts to improve workers” housing conditions, thereby contributing to the regulation of the sector and enhancing the efficiency of the services provided.
She noted that the capacity of licenses issued through the “Baladi” platform has reached approximately one million beneficiaries, thereby promoting the provision of housing that meets health and regulatory requirements, improving the quality of the collective housing environment, and aligning with the Ministry’s objectives for regulating the workers" housing sector.
The Ministry emphasized that the expansion of licensing represents one of the means to govern the collective housing sector for individuals by raising compliance levels, improving the quality of housing allocated to workers, and providing safe and well-regulated living environments, which positively impacts quality of life and enhances the efficiency of services provided to beneficiaries.
The Ministry called on the facilities covered by the decision to take the initiative to complete the licensing procedures and take advantage of the digital services available through the "Baladi" platform, and to bring their operations into compliance with the approved requirements, emphasizing that adherence to health, environmental, and regulatory requirements contributes to enhancing the sector’s sustainability and improving the quality of the collective housing environment for individuals.
