the Ministry of Human Resources and Social Development , in cooperation with the Ministry of Municipalities and Housing, has announced the implementation of the decision to raise the Saudization rate to 30% in engineering professions in the private sector, effective yesterday, June 30, 2026, specifically for establishments employing five or more workers in the covered professions, in accordance with the definitions and professional titles approved in the Saudi Standard Classification of Occupations.
Saudization of 46 Engineering Professions
The Saudization decision targets 46 engineering professions, most notably: (architect, power generation engineer, industrial engineer, Electronics Engineer, Automotive Engineer, Naval Engineer, Sanitary Engineer, Technical Production Engineer, Site Design Engineer, Oil and Gas Engineer, Research and Development Engineer, and Aviation Engineer), in addition to professional certification from the Saudi Council of Engineers.
Inspection teams at the Ministry of Human Resources and Social Development have begun monitoring the implementation of the decision at establishments and verifying their compliance with the specified quotas for the targeted engineering professions, to ensure the provision of productive and stable job opportunities for national talent, while emphasizing the imposition of statutory penalties on non-compliant establishments that fail to adhere to the resolution’s requirements after the specified deadline has passed.
It should be noted that this resolution is a continuation of the efforts by the two ministries, aimed at raising the Saudization rates for engineering professions to achieve the labor market strategy’s objectives of supporting national talent and increasing their employment opportunities, in line with the number of job seekers in related specializations and the requirements of the engineering sector.
