the General Real Estate Authority Details the geographic areas designated for foreign real estate ownership, confirming that the regulation aims to provide opportunities for eligible groups while maintaining balance in the real estate market. The Authority explained, via the “Saudi Real Estate” platform, that the system specifies the categories eligible for ownership within the approved geographic areas, ensuring that each beneficiary is placed on the appropriate track in accordance with the regulatory guidelines.

According to the Authority, the groups eligible for home ownership within these geographic areas include individuals residing in the Kingdom of Saudi Arabia, individuals holding special residency status, as well as individuals from outside the Kingdom of Saudi Arabia, citizens of Gulf Cooperation Council (GCC) countries, and non-Saudi companies and nonprofit entities.
The Authority confirmed that the ownership system covers residents within the Kingdom in the specified geographic zones and also allows residents to own a primary residence outside these zones, with the exception of the cities of Makkah and Madinah.

With regard to non-Muslims, the Authority clarified that the approved geographic zones establish regulations governing the acquisition of ownership rights and other real property rights, taking into account the special status of Makkah and Madinah, where ownership is restricted to Muslims only. The Authority noted that details regarding the approved geographic zones for real estate ownership by non-Saudis can be accessed through the “Saudi Real Estate” portal, which provides information and procedures related to ownership in accordance with applicable regulations.
