The the Real Estate Development Fund the Kingdom’s first Homeownership Readiness Index (HRI), a new national index designed to track the readiness of Saudi citizens to purchase their first home.
The index is published quarterly to provide a forward-looking measure of consumer confidence in the housing market, by measuring four key factors that influence the decision to buy a home: the desire to purchase a home, confidence in securing financing, ease of access to housing finance, and readiness to provide a down payment.

The first index of its kind in the Kingdom
It is considered the first index of its kind in the Kingdom, providing insight into citizens" aspirations and confidence, as well as the challenges they face on their journey to owning their first home, thereby supporting decision-making, contributes to the development of housing policies, promotes innovation in financing solutions, and strengthens the housing finance system, in line with the objectives of Saudi Vision 2030.
Engineer Luai bin Mohammed Al-Nahid, CEO of the Real Estate Development Fund, explained that the index provides a standardized tool for measuring citizens" readiness to purchase their first home across the Kingdom, adding that its quarterly publication will enable a better understanding of the changing aspirations and needs of beneficiaries, as well as the challenges facing those who wish to own a home in the future, and will enable the Fund, alongside its partners in the housing ecosystem, to develop enhanced solutions, thereby supporting continued progress toward achieving the goals of Saudi Vision 2030.

It is worth noting that the first edition of the index represents the national baseline against which future editions will be measured, while subsequent quarterly reports will review developments in home ownership readiness levels, providing decision-makers, financial institutions, and real estate developers with an early indicator reflecting market confidence and emerging trends.
The launch of the Homeownership Readiness Index is part of the Real Estate Development Fund’s initiatives aimed at developing the housing finance system, supporting decision-making, and enhancing opportunities for citizens to purchase their first home.
