«The Real Estate Authority Announces the Curriculum for Real Estate Brokerage Levels and the Diploma in Real Estate Regulations and Legislation

The new certification track links the completion of the foundational level to the issuance and renewal of the «Val» license, along with the launch of an optional, standalone specialized diploma.

The General Real Estate Authority announced, during the proceedings of Third Real Estate Brokerage Forum , the launch of the Real Estate Brokerage Levels Program, as the updated qualification program linked to the issuance of real estate brokerage licenses, offered by the Saudi Real Estate Institute; with the aim of enhancing the competence of real estate brokers, improve the services provided to clients, and establish a professional training pathway that keeps pace with market developments and industry requirements.

Requirements for Issuing a "FAL" License
The Authority’s official spokesperson, Taysir Al-Mufarraj, explained that passing the foundational level will be a requirement for issuing "FAL" license for real estate brokerage and marketing—whether for the first time or for renewal—thereby enhancing practitioners“ readiness and raising their professional competence. He noted that the foundational level includes a series of remote training programs, which can be taken independently and at a flexible pace; trainees receive a separate certificate for each program, valid for one year from the date of issuance.
He explained that completion of the training programs is followed by a comprehensive in-person exam administered at testing centers affiliated with the National Center for Assessment to verify the trainee’s readiness to practice real estate, and to assess their knowledge of regulatory requirements and professional skills according to a unified standard.

Diploma in Real Estate Legislation
He noted that the Authority, in collaboration with the Institute of Public Administration, launched the Diploma in Regulations andReal Estate Legislation; with the aim of preparing specialists in the regulatory and legislative aspects related to the real estate sector and enhancing professional knowledge of the regulations, contracts, and obligations governing real estate activities.
The official spokesperson for the Real Estate Authority confirmed that the diploma is offered as an optional specialized track independent of the qualification requirements for obtaining a “FAL” license for real estate brokerage and marketing, and is not a requirement for the issuance or renewal of the license. He noted that the real estate brokerage levels track and the Diploma in Real Estate Regulations and Legislation are part of efforts to develop professional capabilities in the sector, enhance practitioners’ competence, and enable them to provide higher-quality and more efficient services, thereby safeguarding the rights of all parties to a transaction and improving the beneficiary’s experience in the real estate market.
