The Council of Ministers held its weekly session on 5-3-1435 AH in Riyadh, chaired by Crown Prince, Deputy Prime Minister, and Minister of Defense Prince Salman bin Abdulaziz Al Saud. The Council approved the regulation on housing subsidies and also approved the unemployment insurance system.
The Minister of Culture and Information, Dr. Abdulaziz bin Muhyiddin Khoja, stated in his remarks to the Saudi Press Agency following the session – that the Council of Ministers addressed the Kingdom’s attractive economic environment, diverse investments, and sustained economic growth, which are the result of the attention and dedication of the government of the Custodian of the Two Holy Mosques, King Abdullah bin Abdulaziz, to matters of national importance and the welfare of citizens.
The Council noted that the budget for the fiscal year 1435–1436 AH reflects continued spending on programs and projects that support sustainable development and provide more job opportunities for citizens, with a focus on human development in education, training, and health, as well as the development and improvement of social, municipal, and other services.
Abdulaziz bin Muhyiddin Khoja stated that, based on the gracious directives of the Custodian of the Two Holy Mosques, the Council of Ministers, during its session held on 5-3-1435 AH at Al-Yamamah Palace in Riyadh, reviewed a number of topics, It also reviewed the conclusions reached by the Council of Ministers« Committee of Experts, the General Committee of the Council of Ministers, and its subcommittee in this regard, and the Council reached the following decisions:
After reviewing the proposal submitted by the Ministry of Education, the Council of Ministers decided to approve the following:
1- To amend paragraph (1) of Cabinet Decision No. (228) dated 18-12-1400 AH, so that it reads as follows:
»A student at all stages of education and training shall be granted compensation in the amount of 100,000 riyals in the event of death or disability, to be disbursed by the Ministry of Finance.”
2. Subject to the cases specified in paragraphs (2), (3), and (4) of Cabinet Decision No. (228) dated 18-12-1400 AH, the compensation shall cover both the student’s journey to and from school or training.
After reviewing the submission by His Excellency the Minister of Housing regarding the draft regulation on housing support, the Council of Ministers decided to approve a number of arrangements in this regard, including the following:
1- Approval of the housing subsidy regulation in the form attached to this decision.
2- Applications for housing support shall be received through the Ministry of Housing’s online portal, and the Ministry of Housing shall process applications previously submitted to the Ministry of Municipal and Rural Affairs to obtain a residential plot of land in accordance with the provisions of the regulation.
3- A committee comprising the Ministries of Housing, Finance, and Social Affairs shall be formed to study the situation of the groups under the care of the Ministry of Social Affairs, and to propose appropriate mechanisms for the repayment of housing support installments owed by them, and to submit the findings to the Council of Ministers within a period not exceeding 90 days.
The Council of Ministers also directed that the decisions and directives reached during the session be submitted to the Custodian of the Two Holy Mosques, so that he may kindly provide guidance on them as he deems fit.
