The White Land Program announced the completion of the development of 11 plots of land subject to fees paid by their owners in Jeddah, with a total area of the developed land exceeding 535,000 m², This is part of the program’s goal to support supply and contribute to creating a balanced real estate market. The current phase focuses on undeveloped plots of 10,000 square meters or more, located within the scope announced when the program was launched in its first phase in 2017, and to begin issuing payment orders (invoices).
In a press release issued today, the program explained that the development of these plots will provide more than 970 land parcels in Jeddah, noting that fees will not be applied upon completion of the land development with final approval of the plan, or upon construction within one year from the date of issuance of (payment order), with the aim of stimulating development and increasing the supply of developed land, thereby benefiting citizens first and foremost and contributing to an increase in the real estate supply.
The program confirmed that—according to the results of studies conducted by the program team in collaboration with relevant authorities over the past period—the first phase of fees for undeveloped land has been implemented in Madinah, the capital of Asir, Taif, the Jazan region, Tabuk, and Al-Ahsa, with the application of the fees set to extend to other cities, including Hafar Al-Batin, Al-Qassim, Hail, and others; details regarding the application of the fees in these areas will be announced in the coming period.
It is worth noting that the program’s implementation has been divided into three phases following the Cabinet’s approval of amendments to the program’s regulations. The first phase covered undeveloped land with an area of 10,000 square meters or more owned by a single owner, while the second phase covered developed land with an area of 10,000 square meters or more owned by one or more owners, in addition to the total area of developed land owned by a single owner that amounts to 10,000 square meters or more within a single approved master plan, The third phase defined developed land with an area of 5,000 square meters or more owned by a single owner or a group of owners, and the total area of developed land owned by a single owner that amounts to 10,000 square meters or more within a single city. All phases apply within the urban area defined by the Ministry of Municipal, Rural Affairs, and Housing.
