The “White Lands” program issued more than 4,600 bills as part of the first cycle of the second phase of land fees in Makkah, Jeddah, and Dammam, noting that the bills were issued for approximately 3,500 plots of land located within the announced urban area for the second phase.

The program clarified in a statement to Al-Kh that the bills for the first round of land fees in the aforementioned cities were issued on December 29, 2022, corresponding to 5 Jumada al-Thani 1444 AH, noting that the total number of unused land fees issued since the program’s launch has exceeded 16,000 invoices in the cities where the system has been implemented, calling on landowners to either develop their land or pay the fees within one year from the date the decision was issued.

The program noted that Article 15 of the Executive Regulations for Vacant Land Fees stipulates that the amounts collected shall be disbursed for the development of infrastructure projects, as follows: “The Ministry shall determine the allocation of funds from the special account for fees and fines collected for housing projects, the provision of public utilities to them, and the provision of public services therein.”
