According to the requirements and rules for registration in the White Land Program, the owner is primarily responsible for paying fees or fines, and failure to register is a violation of the system, where the fine may reach 100 percent of the value of the basic fee, and regular procedures will be applied against those who are not registered once the deadline expires.
