Neil Tobin, COO of SEDCO Development, said that estimating infrastructure costs is relatively easy when the project is within the city of Jeddah, but becomes increasingly difficult to impossible the further outside of Jeddah you go, especially for mega projects that are currently being developed on the outskirts of the city, until the project is already in full swing.

His Royal Highness Prince Fahd bin Muqrin bin Abdulaziz emphasized  The Cabinet's approval to open foreign investment in the Saudi stock market is a positive step that enhances the quality, effectiveness and transparency of the market, if strong and highly experienced companies and financial institutions are selected. His Highness pointed out that the Kingdom's economy is witnessing unprecedented leaps as a result of the serious reforms taken by the wise leadership, which contributed to strengthening its position as the largest Arab economy, to enter the club of the 20 largest economies in the world.

Wide and distinctive participation

His Highness opened the Stock and Financial Investment Exhibition and Forum, organized by the Chamber of Commerce and Industry in Jeddah. With the participation of Amlak Real Estate Newspaper, from April 5 to April 7, 2015, which is considered the first Saudi exhibition specialized in the field, and was held at the Jeddah Hilton Hotel, His Highness toured the exhibition pavilions and listened to a detailed explanation of the participating companies and the nature of their business.

Regulations for foreign investment

According to the regulation announced by the Capital Market Authority to regulate the investment of foreigners in the Saudi market as of the middle of this year, the value of assets managed by foreign institutions wishing to invest in the Saudi market must not be less than SAR 18 billion and may be reduced to SAR 11 billion, and no direct foreign investor in the market will be allowed to own more than 5% of any listed company, provided that the direct ownership of foreigners does not exceed 20% of any company combined, and foreigners with the various investment vehicles available to them will not be allowed to own more than.

Participants discussed the latest developments and developments in the securities market, stability factors and the mechanism of entry of foreign companies and banks to invest. The International Conference on Entrepreneurship and Tomorrow's Leaders in Asir Concludes with the Issuance of Recommendations

Experts and investors have called for a reduction in the numerous conditions and guarantees required by regulations for granting financing to small and medium-sized enterprises, and to establish foundations and criteria for supporting ideas, with chambers of commerce and industry adopting a program that leads large companies to each sponsor a group of entrepreneurs in developing, implementing, and operating their businesses, until these entrepreneurs« projects become stable. Participants in the »International Conference on Entrepreneurship and Tomorrow’s Leaders,” organized by the Abha Chamber of Commerce and Industry, concluded that it is necessary to review all regulations governing the financing of entrepreneurial projects through specialized lending funds.

The conference participants recommended establishing specialized investment departments within chambers of commerce and industry to help entrepreneurs identify suitable investment opportunities, as well as setting up advisory departments staffed by consultants in various fields—including finance, marketing, and others—to provide guidance to these entrepreneurs.

Chambers of Commerce and Industry should adopt binding regulations to protect the patents, copyrights, and trademarks of entrepreneurs so that their ideas, creativity, and innovations—and, consequently, their projects—can flourish and grow.

Startups founded by entrepreneurs should be exempt from fees charged by government agencies, such as ministries and recruitment offices.

Call for the implementation of the Gulf Cooperation Council’s decision to establish a fund to support entrepreneurship among small and medium-sized enterprises.

A forum at the Makkah Chamber summarizes 20 items for the success of projects in the contracting sector

Dr. Bassam Ghalman, an expert in development projects and supervisor of the Al-Haramain Railway Project, summarized the key elements and success factors of projects in 20 points that ensure their excellence and success. He explained that one of the most important reasons for a project’s success is having a project resource management team that handles planning and cost estimation, determines actual needs—including labor, equipment, machinery, and construction materials—and monitors subcontractors.

This was announced at a well-attended forum recently held in the Saleh Abdullah Kamel Hall at the Makkah Chamber of Commerce and Industry. The forum addressed the roles and responsibilities of a project manager, summarizing them as planning, scheduling, organizing, structuring, hiring, staff development, monitoring, control, follow-up, and guidance.

Project Resource Management

Drawing on his personal experience in project management, Ghalman pointed out that sourcing all types of equipment from a single supplier is preferable to dealing with multiple suppliers, as this allows for greater benefits in securing the supplier’s services for spare parts and maintenance, emphasizing that maintaining equipment and machinery—especially large items—on-site is more efficient than transporting them off-site, as it saves time.

He noted that the Resources Department is responsible for ensuring the quality and quantity of materials required for the project, emphasizing the importance of adhering to specifications and standards, as well as the delivery date and method, and added “It is poor practice for project managers to deliver the necessary materials to the site too early, as this may hinder the movement of equipment, vehicles, machinery, and workers, and expose them to theft, vandalism, and damage due to adverse weather conditions.”.

Subcontractor Management

Ghalman emphasized the importance of managing subcontractors for the success of any large project that requires the involvement of specialized contractors, noting that the golden rule in dealing with subcontractors is “Having the subcontractor sign the same contract that the general contractor signed with the owner, thereby binding the subcontractor to the same terms and conditions as those applicable to the general contractor,” explaining that subcontracting is a tool used by unscrupulous contractors, and that in-house contracting is a philosophy through which the main contractor seeks to achieve gains with the least possible effort, given that the system permits this approach for laudable reasons, including providing specialized contractors with the opportunity to participate in the execution of certain components of ongoing projects.

Good Project Planning

Ghulman explained that one of the factors for the success of any project is good planning, including identifying the processes to be carried out, as well as defining the relationships between each activity within the project. He noted that one of the most well-known planning methods is the Critical Path Method, which is used in 90% of the projects implemented in the Kingdom.

Project Cost Calculation

Ghalman discussed the role of project cost estimation in ensuring successful implementation, saying “The cost estimation process begins at the start of the project design phase to assess the financial capabilities and resources of the owner or developer. Furthermore, the purpose of cost estimation is to ensure that the engineering designs are implemented without exceeding the estimated budget for the project.”.

Two Methods for Calculating Cost

He explained that there are two methods for estimating the cost of any project. The first is the approximate method, which is characterized by its simplicity and speed of implementation but lacks precision. An example of this is the method used to estimate the cost of building a hospital, where the cost is typically estimated based on the number of beds, at one million riyals per bed; thus, the estimated cost of a 400-bed hospital project would be 400 million riyals.

He noted that methods for estimating project costs include the unit-area method for calculating building floor areas and the unit-volume method for calculating the construction costs of tanks, refrigeration units, and warehouses. The cost-plus method is used to estimateand similar projects, such as villas and residential apartments. There is also the project-part cost method, which involves estimating the costs of constructing the foundations, then the columns, and finally the ceilings.

He noted that the second method for estimating the cost of any project is the detailed method, which is considered the most important and provides more accurate figures; it can only be applied once the project drawings, specifications, and terms and conditions are complete and available.

ونبه غلمان من خلال تجربته الشخصية في إدارة المشاريع إلى أن توفير المعدات بكل أنواعها من وكيل واحد أفضل من تعدد الوكلاء وذلك لتحقيق الفائدة في الفوز بخدمات الوكيل لتوفير قطع الغيار والصيانة، مؤكدا على أن صيانة المعدات والآليات خاصة الكبيرة داخل المشروع أفضل من نقلها إلى خارج المشروع لكسب الوقت .
وأشار إلى أن إدارة الموارد هي المعنية بضمان جودة المواد اللازمة للمشروع والكميات اللازمة له، منبهاً إلى أهمية مراعاة المواصفات والمقاييس وتاريخ التوريد وطريقته وقال “من الممارسات غير الجيدة لمدراء المشاريع توريد المواد اللازمة في فترة مبكرة للموقع مما قد يتسبب في إعاقة حركة المعدات والسيارات والآليات والعمالة ويعرضها للسرقة والتخريب والتلف لسوء الأحوال الجوية” .

أهمية إدارة مقاولي الباطن
وشدد الدكتور غلمان على أهمية إدارة مقاولي الباطن لنجاح أي مشروع كبير يتطلب دخول مقاولين متخصصين، مشيراً إلى القاعدة الذهبية في التعامل مع مقاول الباطن هي ” توقيع مقاول الباطن لنفس العقد الذي وقعه المقاول الرئيس مع المالك لإلزامه بما يلزم المقاول الرئيس من بنود مذكورة ضمن بنود العقد ” وأضاف ” التعاقد من الباطن سلاح المقاول المتورط”، مبيناً أن التعاقد من الداخل فلسفة يحاول من خلالها المقاول الرئيس تحقيق المكاسب بأقل جهد ممكن في ظل سماح النظام بالتعامل بهذه الطريقة لأسباب حميدة، منها تهيئة الفرصة أمام المقاولين المتخصصين للمشاركة في تنفيذ بعض مكونات المشاريع الجاري تنفيذها.

تقدير تكلفة المشروع
وأوضح الدكتور غلمان أن من عوامل تحقيق النجاح لأي مشروع التخطيط الجيد، ويشمل تحديد العمليات الواجب تنفيذها، وكذلك تحديد العلاقة بين كل نشاط داخل المشروع، مبيناً أن من أشهر طرق التخطيط طريقة المسار الحرج والتي تستخدم بنسبة 90% في المشاريع المنفذة في المملكة.
وتناول دور تقدير كلفة المشروع لتحقيق النجاح في تنفيذه وقال ” تبدأ عملية تقدير التكلفة من بدء عملية تصميم المشروع للوقوف على إمكانيات وقدرات المالك أو المطور المالية كما أن مهمة تقدير التكلفة هي ضمان تنفيذ التصاميم الهندسية بدون تجاوز حجم الموازنة المقدرة لتنفيذ أعمال المشروع.
وبين غلمان أن ثمة طريقتين لتقدير تكلفة أي مشروع الأولى الطريقة التقريبية وتتميز بسهولتها وسرعة تنفيذها لكنها غير دقيقة ممثلاً بطريقة تقدير كلفة تنفيذ مشروع مستشفى، حيث عادة ما تقدر كلفته وفقاً لعدد الأسرة التي تقدر بمليون ريال للسرير الواحد، بحيث يكون تقدير تنفيذ مشروع مستشفى يضم 400 سريراً ” 400 مليون ريال “.
وأشار إلى من طرق التقدير التقريبي لتكلفة المشاريع طريقة وحدة المساحة بحساب مسطحات البناء وطريقة وحدة الحجوم لحساب تكاليف بناء الخزانات وثلاجات التبريد والمستودعات وتستخدم طريقة التكلفة الباكية التي تستخدم في تقدير المشاريع المتكررة والمتشابهة مثل فلل وشقق الإسكان وهناك  طريقة كلفة أجزاء المشروع كأن تقدر تكاليف تنفيذ الأساسات ثم الأعمدة فالأسقف .
وبين أن الطريقة الثانية هي الطريقة التفصيلية وتعتبر الأهم وتعطي أرقاماً أكثر دقة وتتميز بأنها لا يمكن العمل بها إلا باكتمال وتوفر رسومات المشروع وكراسات المواصفات والشروط .

وتأتي مشاركة صحيفة أملاك في رعاية مثل هذه التجمعات الاستثمارية والتنموية في إطار دور الصحيفة التفاعلي مع الفعاليات الاقتصادية, وبما يحتم عليه دورها الرائد وخبرتها الكبيرة في تقديم خدماتها للحدث.

His Royal Highness Prince Fahd bin Muqrin bin Abdulaziz stressed that the Cabinet's approval to open foreign investment in the Saudi stock market is a positive step that enhances the quality, effectiveness and transparency of the market if strong and highly experienced companies and financial institutions are selected.
