Comprehensive plan reduces the duration of infrastructure projects by 24% and resolves thousands of spatial and temporal conflicts between entities in Riyadh

The Riyadh Region Infrastructure Projects Center that it has coordinated and implemented more than 8,000 infrastructure projects in the Riyadh Region during 2025, through the comprehensive and detailed plan for infrastructure projects in the region, which was launched last year, based on an integrated spatial and temporal planning methodology that helped unify efforts, improve planning and implementation efficiency, and minimize conflicts.

Reducing the implementation time for infrastructure projects
The Center explained that the adopted methodology helped reduce the implementation time infrastructure projects by 24%, in addition to achieving financial savings resulting from effective governance, reducing unnecessary repaving, and avoiding service interruptions, It also enabled project management within a unified regulatory framework that links spatial planning to timelines and provides a unified data source, thereby supporting decision-making and enhancing coordination among the energy, water, telecommunications, and roads sectors.

The Center indicated that the implementation of the comprehensive plan resulted in the resolution of 9,550 spatial conflicts, the resolution of 82,627 temporal conflicts, and the resolution of 436 conflicts with events; which helped reduce conflicts between projects, accelerate the pace of implementation, improve operational stability, and minimize operational impacts on traffic and surrounding activities—in line with the objectives of organizing infrastructure projects and enhancing the efficiency of their implementation in the region.

The Center emphasized that the comprehensive plan is one of the strategic roles for which it was established, as it served as a unified regulatory framework that strengthened integration among agencies and enhanced institutional coordination, and helped exceed the first-year targets by 108% through joint efforts with more than 22 relevant entities; this reflects the Center’s commitment to applying sound regulatory practices that support the sustainability of infrastructure projects, improve service quality, and maximizing the developmental impact in the Riyadh region.
