Minister of Justice: Moving Real Estate Notarization Services Will Boost Market Efficiency and Service Quality

The decision transfers digital and operational real estate registration services to the Real Estate Authority as part of a plan to ensure continuity and improve the beneficiary experience.

Minister of Justice Dr. Walid bin Muhammad Al-Samaani praised the Cabinet’s approval of the transfer of digital and operational services directly related to the operations of real estate registration from the Ministry of Justice to the General Real Estate Authority.

The Minister of Justice expressed his thanks and gratitude to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and to His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister —may God protect them both— for their continued support and attention to the judicial and real estate sectors, affirming that the decision embodies the wise leadership’s commitment to enhancing the efficiency of government operations, strengthening coordination among agencies, and improving the quality of services provided to beneficiaries.
Al-Samaani explained that the decision comes within the framework of integrating the roles of government agencies, thereby contributing to enhancing the efficiency of digital and operational services related to real estate registration processes, as well as improving the beneficiary’s experience and facilitating their access to services.

He emphasized that the Ministry of Justice will work in coordination with the General Real Estate Authority and relevant agencies to implement the decision according to a structured transition plan that ensures business continuity without interruption and that individual and corporate beneficiaries are not adversely affected, while maintaining service quality during the transition phase and leveraging the advanced digital infrastructure developed by government agencies in recent years.
The Minister of Justice noted that the decision contributes to completing the development of an integrated real estate system, enhancing the efficiency of the real estate market, and strengthening the investment environment, in line with the objectives of Saudi Vision 2030.

During its session yesterday, Tuesday, chaired by His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister—may God protect him— approved the transfer of digital and operational services directly related to real estate documentation—which constitute an essential part of the integrated real estate system, including its technical infrastructure, operational teams, and data—to the General Real Estate Authority. These services include: (the Real Estate Exchange Platform, the “Al-Borsa” mobile app, the Comprehensive System, the Data Coding System, the Document Digitization System, and the Basic Data Entry System), within (six) months.
