the Ministry of Human Resources and Social Development, in partnership with the Ministry of Municipalities and Housing, has announced an increase in the Saudization rate for project management in private-sector establishments to 70%, with the decision to take effect on February 14, 2027.
The decision targets private-sector establishments with three or more employees in the covered professions, at the entity level, in a move aimed at increasing the presence of Saudi talent in specialized professions and enhancing their participation in the labor market.
3 Occupations Covered by the Saudization Decision
The decision to raise the Saudization three main occupations according to the Saudi Standard Classification of Occupations, namely:
Project Management Director.
Project Management Engineer.
Project Management Specialist.
The Ministry of Human Resources and Social Development emphasized that the decision is part of its ongoing efforts to localize specialized and technical professions, and to enable Saudi nationals to fill positions requiring specialized skills and expertise, thereby supporting the objectives of the Labor Market Strategy and aligning with the goals of Saudi Vision 2030.

The Ministry published the procedural guide for the localization decision on its website, including details regarding the targeted professions, the mechanisms for implementing the decision, how to calculate Saudization rates, as well as compliance regulations.
The guide enables employers and businesses to familiarize themselves with the requirements and regulations associated with the decision, thereby helping them prepare to implement the new Saudization rate and comply with its governing provisions.
The decision is part of the Kingdom’s efforts to increase the localization of specialized professions and boost the participation of male and female citizens in the labor market, in addition to supporting national talent and enhancing labor market efficiency, thereby contributing to the achievement of the objectives of Saudi Vision 2030.
